The new M-11 Moscow – St. Petersburg expressway will stretch from the Moscow Ring Road to the junction of the Ring Road around St. Petersburg.

The total length of the highway is 669 km.

The road will pass through the territories of the Central and Northwestern federal districts, through the Moscow, Tver, Novgorod and Leningrad regions, bypassing all populated areas.

The new M-11 Moscow – St. Petersburg road mainly runs parallel to the existing M-10 Rossiya highway and intersects it at km 58, km 149, km 208, km 258, km 334, km 543 with the construction of transport interchanges at different levels.

This will allow traffic flows to be switched from the M-10 Rossiya to the expressway and vice versa. The construction of the Moscow – St. Petersburg highway is being carried out in several stages, each of which is an independent investment project.

The sequence of project implementation is determined by the extent to which the capacity of the corresponding section of the existing federal road M-10 "Russia" does not correspond to the volume of current traffic.

Stages of construction of the M-11 highway:

  1. Km 15 – km 58 in the Khimki and Solnechnogorsk districts of the Moscow region, bypassing Khimki. The movement was opened on December 23, 2014. This site was built and operated under a concession agreement concluded with North-West Concession Company LLC.
  2. Km 58 – km 149 in the Solnechnogorsk and Klin districts of the Moscow region, bypassing the cities of Solnechnogorsk and Klin, as well as in the Konakovo and Kalinin districts of the Tver region. The construction of this site is currently in the active phase, which will be completed in 2018. The project contractor under the long-term investment agreement is Mostotrest OJSC.
  3. Km 208 – km 258 in the Torzhok district of the Tver region, bypassing Torzhok. The movement was opened on December 15, 2017.
  4. Km 258 – km 334 in Torzhoksky, Spirovsky and Vyshnevolotsky districts of the Tver region, bypassing Vyshny Volochok. The section was built and opened to traffic on November 28, 2014 as part of a long-term investment agreement with Mostotrest OJSC.
  5. Km 334 – km 543 in the Vyshnevolotsky and Bologovsky districts of the Tver region, Okulovsky, Malovishersky and Novgorodsky districts of the Novgorod region. The section bypasses the settlements of Bologoye, Uglovka and Okulovka. The movement was opened on June 06, 2018.
  6. Km 543 – km 684 in the Novgorod and Chudovsky districts of the Novgorod region, Tosnensky district of the Leningrad region. The section will bypass Chudovo and Tosny and in St. Petersburg. The concession agreement on the financing, construction and operation of this section on a paid basis was signed by the State Company Avtodor and the Highway of Two Capitals LLC on November 18, 2014. Construction of this section will be completed in 2018.

Technical parameters of the expressway:

Measures to reduce the environmental impact to ensure the environmental safety of the facility:

  1. reducing noise levels when passing roads near populated areas and environmental areas using noise barriers and green spaces;
  2. construction of special runs in the body of the embankment of the designed road for the migration of wild and domestic animals;
  3. application of effective designs of treatment facilities for the treatment of surface runoff within water protection zones.

Improving road safety is achieved by developing a traffic management project using modern energy-intensive barrier fencing, using modern materials for applying road markings and installing road signs and indicators.

For better and timely information content of road users, variable information boards and multi-position signs have been developed and applied in the section of intelligent transport systems.

 The new highway will be the first new highway built in the European part of modern Russia.

Base stations of mobile operators have been installed on toll sections; the Megafon company has already ensured complete uninterrupted coverage of the cellular network along the entire length of the road.

The road is equipped with comfortable rest areas for all types of vehicles.

 On December 15, 2017, the State Company "Avtodor" opened traffic on a new section of the M-11 Moscow - St. Petersburg expressway (208 - 543 km) under construction. 

The expressway operates a closed system, crossing which will require two stops: for entering and exiting the toll section.

If the user plans to pay for the toll in cash, when entering the toll section, he will have to receive an entry pass at a coupon issuing point located along the road.

Payment for the toll will be made at the toll station at the exit from the toll section based on the information about the place and time of entry to the toll section contained on the entry ticket.

Vehicles equipped with transponders will not need to obtain an entry pass; the fact of entry into the site will be recorded by identifying the user's transponder when passing through the ticket issuing point; payment for the toll will be made at the toll point in the usual manner.

107 bridge structures were erected on the site, of which 42 bridges with a total length of more than four kilometers (on this site there is one of the largest bridges of the road - across the Volkhov River), as well as 63 overpasses with a total length of seven kilometers. This makes it possible to drive the entire section without traffic lights or stops.

Avtodor is modernizing the M-4 Don highway in the Tula region

It is already equipped with rest areas with toilets; drivers can stop and go to a cafe, refuel the car, including at an automated gas station. There are seven such self-service gas stations on the highway. There are no operators there, and you can pay for gas with a bank card, said Sergei Kelbakh, head of the state-owned Avtodor company.

If the car did not reach the gas station, you can call emergency commissioners who will refuel the car for free and help in another unforeseen situation.

The permitted speed on the section opened yesterday - from the 334th to the 543rd kilometer - is 130 km/h. The fare is 240 rubles if you have a T-pass transponder and 300 rubles if you pay in cash.

With the opening of this difficult section of the route, motorists will be able (taking into account the already existing sections on M-11) to drive with the breeze from Tver to Veliky Novgorod, bypassing Torzhok and Vyshny Volochok. This is practically half of the entire M-11 highway, which will be fully operational at the end of 2018.

Travel for a passenger car along the section from the 208th to the 543rd kilometer costs 660 rubles, excluding discounts that can be obtained by purchasing a transponder. With discounts using the T-pass system, travel will cost 396 rubles.

The total length of M-11, which will be completely toll, is 669 kilometers. The opening of traffic on the section from the 58th to the 97th kilometer, passing by Solnechnogorsk and Klin in the Moscow region, is approaching. It is planned to open at the end of June. Also now the 7th and 8th sections are under construction, from St. Petersburg, bypassing Tosno and Chudovo, from the 543rd to the 684th kilometer.

Construction began in 2014 and was completed in 2018. The section was opened to traffic on June 6, 2018.

Km 543 – km 684 in the Novgorod and Chudovsky districts of the Novgorod region, Tosnensky district of the Leningrad region. The section will bypass Chudovo and Tosny and in St. Petersburg.

The entire toll route from Moscow to St. Petersburg will take 669 km upon completion of work. The state company Avtodor, which is engaged in construction, plans to open the toll highway to traffic “in full” at the end of 2018.

Earlier, the head of Avtodor, Sergei Kelbakh, announced the price of travel on the highway from Moscow to St. Petersburg. According to him, travel along 669 km will cost about 2,000 rubles. That is, the tariff will be brought closer to the maximum allowable: 3 rubles for each kilometer of travel.

Now the price of travel along the 335-kilometer section is slightly lower: the maximum daily fare (when paying in cash or by credit card) is 660 rubles, which means approximately 2 rubles per 1 km.

The minimum fare is 356 rubles, this tariff is valid for those who use a T-pass transponder (the price also depends on the discounts provided as part of the loyalty program).

For those who do not want to pay tolls on the toll highway, there is a free backup - the M-10 Rossiya highway, which can also be used to get from Moscow to St. Petersburg. Yesterday, June 5, 2018, traffic was launched along a new section with a length of 23 km. It runs along the Tver ring road (bypassing Tver) from 156 to 178 km.

Rosavtodor reconstructed this section: previously there were only three lanes with intersections at the same level and traffic lights. This led to constant traffic jams.

Now the capacity has been increased by increasing the number of lanes (four to the Volokolamsk interchange and six to the northern entrance to Tver).

In addition, road workers built two transport interchanges at 164 km (with Turginovskoye Highway) and 173 km (with Staritsky Highway).

As part of the project, the overpass across the Oktyabrskaya Railway, as well as bridges across the Tmaka and Mezhurka rivers, were reconstructed. According to representatives of the Federal Road Agency, 46 km of new electric lighting lines, over 20 km of axial barrier fencing, and elevated pedestrian crossings were installed on the site.

According to experts’ calculations, before the reconstruction of the section of the M-10 “Russia” highway, approximately 40,000 cars passed along it per day without hindrance. Now it will be able to provide free passage for 100,000 vehicles.

Russia is gradually rising higher in the ranking of countries in terms of road quality. If in 2012 it was on the 136th line, in 2015 – on the 123rd, then in 2018 the Russian Federation was already in 114th place.

Despite this, the state is still in the TOP 25 countries with the worst road conditions, led by Mauritania, the Democratic Republic of the Congo and Haiti.

M-11. Route Moscow – St. Petersburg:

M-11 is a highway connecting Moscow with the Northern capital. Full commissioning is scheduled for 2018. A fee will apply at most sites. The M-10 highway, which has partially lost its capacity, will later become a free backup for the Moscow-St. Petersburg expressway.

Why is a new highway needed?

The project was developed over a fairly long period. The discussion alone lasted more than five years. The load on the M-10 is currently at least three times higher than the standard value. This was the reason for the construction of a new route. However, not all car owners are happy about the creation of the expressway.

Tverskoy section

M-11 is one of the largest Russian roads. Its length is about seven hundred kilometers - this is exactly the distance between Moscow and the city on the Neva. Starting from the capital, the road will pass through four regions. Namely: Moscow, Tver, Novgorod, Leningrad. Which of them contains the largest section of the M-11 highway?

Drivers pass Tver and the Tver region on the way from the capital to St. Petersburg. Moreover, this segment occupies almost a third of the total distance.

There is an assumption that by 2020 the toll road from Moscow to St. Petersburg will pass through Tver. The M-11 highway has been under construction for a long time, and for unknown reasons, delays regularly occur.

Work on the Tver section (from the 258th to the 334th kilometer) has not yet begun. According to the original plan, it should be completed in 2018.

The total length of the Tver section is 253 kilometers. Part of it - from the 208th to the 258th kilometer - has already been built. The Moscow site is almost three times smaller than the Tver site. It was put into operation in December 2014. The road starts at the Moscow Ring Road and passes through the Klin and Solnechnogorsk districts. The Novgorod section on the M-11 highway will be 233 km. Leningradsky - 75 km.

Not only the Moscow section was put into operation, but also the one that runs through three districts of the Tver region: Torzhoksky, Vyshnevolotsky, Spirovsky.

The road that bypasses Torzhok significantly shortens the route from Tver to Volochek. But this site, as already mentioned, will not be commissioned soon. (although according to the original plan, in 2018).

Construction should be completed by the start of the World Cup.

The construction of the M-11 highway is a project whose cost, according to the original plan, is more than 150 billion rubles. Car owners, of course, are primarily interested in tariffs.

The cost of travel on the M-11 toll highway will most likely be revised more than once by 2018. At the moment, the fee for a passenger car is from 80 rubles. The cost depends on the time and day of the week.

The maximum price for travel on toll sections is charged from 16:00 to 20:00.

Rates

The cost of travel, according to the original plan, along the head section of the road should have been 3.62 rubles/km. The tariff, of course, will vary depending on the car, day of the week, time of day.

Driving from Moscow to St. Petersburg along the M-11 highway, drivers see huge banners with recommendations to purchase a “Transporter” - a card that allows you to save up to 70%.

What is the approximate cost of travel on the expressway without taking into account the discount system?

The tariff on the most expensive sections will be 2-2.5 rubles per kilometer. At the entrance to St. Petersburg, owners of passenger cars will cover a distance of 37 km for a fee of 2.2 rubles per kilometer.

The tariff on other toll sections (Tver, Novgorod and partly Moscow region) is two times less than indicated. The total cost of travel on the M-11 Moscow – St. Petersburg highway is 600 rubles.

However, in June 2013, completely different information appeared in the media regarding tariffs.

Increasing the cost of toll sections

The chairman of the board of the Avtodor company said that the price of travel on the M-11 Moscow-St. Petersburg highway will be at least 1,100 rubles. Three years later, the President of the Russian Federation harshly criticized this pricing policy.

Vladimir Putin did not like the fact that no one is using the sites that were put into operation not so long ago. Indeed, many car owners, in order to save money, preferred to drive on broken but free roads.

At the moment, drivers are forced to pay 400 rubles on a weekday for travel on the section that passes through Solnechnogorsk, which is just over forty kilometers.

On the M-11 toll highway, covering such a distance in just twenty minutes is, of course, pleasant. Still, many consider the price too high.

If you have to pay 400 rubles for forty kilometers, then what will be the cost of the journey from the capital to St. Petersburg?

The road cannot be called ideal. At night, some areas are poorly lit, and due to the fact that there is no infrastructure nearby yet, car owners sometimes have to drive in complete darkness. It is still unknown how much it will cost to travel along the M-11 highway (Moscow - St. Petersburg) in 2018.

Technical features

An automated system will be installed on the main section of the M-11 highway, which will control traffic centrally.

Lighting and separation barriers will appear along the entire length of the expressway. To build the new route, of course, it was necessary to cut down an impressive part of the trees.

In accordance with the requirements for preserving biodiversity, the forest fund will be restored through landscaping.

The initiative to build the highway came from the President of the Russian Federation. The decision was made by the Ministry of Transport. The investment feasibility study project was submitted to the customer in the winter of 2006.

Soon a private company was chosen to build the section from the 15th to the 58th kilometer. The estimated cost of implementing the entire project at that time was about 350 billion rubles. Three companies participated in the tender.

The Ministry of Construction chose the North-West Concession Company.

The preparatory work began very quickly, but was completed quickly. The main point of the initial part of the project for the construction of a new expressway was the cutting down of the Khimki forest. Public protests began.

In August 2010, work was suspended. A year later, preparation of land plots for construction began again. This time, unrest among the population and forest defenders did not stop the process. By September, construction began on the section from the 15th to the 58th kilometer.

The highway under construction starts from the Businovskaya transport interchange, located at the 78th kilometer. Here, in January 2012, the reconstruction process was launched. It was completed three years later. At the moment, this interchange is the only five-level interchange in Russia.

Deforestation of the Khimki forest

The construction process was suspended at the initial stage on the initiative of forest defenders. The Khimki forest was under state protection until a few years ago.

Any economic activity was prohibited on its territory, because it belonged to similar objects of the first category.

But in recent years, the territory of the Khimki forest has decreased significantly, and, above all, as a result of the construction of a regional road. In addition, cottages and holiday villages were built along the perimeter.

But, as we see, the conflict with the forest defenders has been resolved. Construction of the route was in full swing until 2017. The problems were resolved thanks to additional landscaping, which, by the way, was also not completed.

Leningradsky section

In June 2012, Dmitry Medvedev ordered the conclusion of a concession agreement regarding the construction of a site adjacent to the territory of the Leningrad region. The contract was concluded for a period of thirty years. According to one of the clauses of the agreement, construction was to take place from 2014 to 2016. Later the delivery date was postponed.

From Moscow to Solnechnogorsk

The first site was opened in November 2014. Soon the entire main section of the road, that is, from the 15th to the 58th kilometer, was put into operation. The road to Solnechnogorsk became tolled in 2015.

When traveling from Moscow to Sheremetyevo-2, car owners paid an amount from 80 to 250 rubles. The journey along the entire section cost up to five hundred rubles, depending on the time of day. In 2015, construction of the M-11 highway began in the Novgorod and Leningrad regions.

The Tver section (from the 208th to the 258th kilometer) was postponed to a later date.

Construction of the highway in 2017

The answer to the question of why the project implementation process took so long to begin is presented above. What was the reason for the next suspension of construction?

At the beginning of 2017, versions began to appear in the media as to why the site for which the Khimki forest was partially cut down was never put into operation. According to the original plan, the cost of the new road was about 150 billion rubles.

A third would be invested by private investors, who could then recoup the money through toll collection. According to some reports, costs exceeded expectations.

Today they allegedly amount to about 450 billion rubles, and more than 80% of them were invested by the state.

A correspondent for the online publication Meduza conducted an independent investigation, as a result of which he tried to answer his readers’ question about why, contrary to expectations, the M-11 highway is unlikely to be put into operation in May 2018.

Problems with contractors

At the beginning of 2017, the head of the Avtodor company said in an interview that in a year only half of the route would be operational, or rather, no more than 360 km. Significant problems arose during construction work on the M-11 highway.

Construction of the second section was supposed to begin at the beginning of 2016, but for a long time they could not find a contractor. There were no applications for the competition. Then Avtodor increased the cost of sections, the length of which is 89 kilometers, to 74 billion rubles.

In addition, he reduced by almost half the share that the contractor must subsequently bear.

A repeat competition was held in July 2016. The winner was Transstroymekhanizatsiya, the company that is responsible for the construction of all sections except the Leningrad one. After this, contradictions began to arise in the news about the progress of the road construction. The head of the Ministry of Construction said that construction will be completed no earlier than 2019. The representative of Avtodor assured that all deadlines were met.

The plan presented on the Transstroymekhanizatsiya website lacks one of the sections. The one that goes around Tver. At the same time, the Ministry of Construction reported that the project will be completed in 2020. Construction of the Tverskaya section will begin after all the others are completed. That is, for several years drivers will have to travel from Moscow to St. Petersburg, covering fifty kilometers around the city.

Bankruptcy of construction companies

The Highway of Two Capitals is constructing the last section.

The correspondent of the above-mentioned publication found out that some companies taking part in the construction of the expressway have not been paid for several months.

Some of them are on the verge of bankruptcy. In the spring of 2017, about 80% of the work was not carried out at the Leningrad site. All this may lead to delays in the completion of the highway.

Not a single gas station

In 2013, the head of the Avtodor company assured that the distance from Moscow to St. Petersburg could soon be covered in six hours. At the same time, stop to drink a cup of coffee. But today there is not a single gas station on the highway. So, nowhere to get a cup of coffee.

Of the facilities present, there are only biotoilets. Avtodor promises to open thirteen service zones located on both sides by 2018.

But at the moment, a competition has only been announced to carry out the preparatory work preceding the construction of these zones.
