How to get a category M license

How to get a license for category M (for a scooter) in 2018 - at the age of 16, having a B, driver’s license, for a scooter up to 50 cubic meters, 150

How to get a category M license

Until recently, owners of mopeds, ATVs and scooters did not need a driver's license. But since 2013, everything has changed, and the lack of licenses for this group of drivers has become a violation.

How are category M licenses issued in 2018? In 2013, the M driver category was established as part of the division of the main categories into subcategories.

How to get a license for a scooter in 2018? Is category M really necessary on a driver's license?

Basic moments

Before amendments were made to the legislation regarding driver license categories, scooters and mopeds were not considered vehicles in the full sense of the word.

For any violation a fine of two hundred rubles was provided. But this situation was acceptable when scooters first appeared on Russian roads.

At first there was little such transport and no special regulation was required in this regard.

But in recent years, owners of light motor vehicles have increasingly become the culprits of road accidents. Driving a scooter while intoxicated has become commonplace.

In addition, the number of accidents involving teenagers whose loving parents buy scooters has increased.

Taking into account the innovations, owners of mopeds and scooters were equal to other drivers. Although the law is not too strict for them.

First of all, motorcycles with an engine capacity of less than fifty cubic centimeters are not required to be registered with the traffic police.

In addition, the owner of the scooter does not bear mandatory civil liability insurance.

What it is

The purpose of the category is to drive mechanical vehicles with an engine capacity of no more than fifty cubic centimeters and vehicles with electric motors with a power of up to four kilowatts.

This category of vehicles includes two- or three-wheeled vehicles with certain parameters - scooters, ATVs, mopeds, bicycles with a mounted engine.

The maximum permissible design speed of such transport should not exceed fifty kilometers per hour.

For what purpose is the certificate issued?

The purpose of issuing a category M driving license is quite simple. On the basis of such rights, a legal opportunity to drive mopeds and similar vehicles is obtained.

Here are the main characteristics of a vehicle that can be called a moped. It should be noted that previously a moped was not considered a mechanical vehicle.

For this reason, scooter drivers were not required to have a driver's license.

From April 1, 2014, at the legislative level, scooters were classified as mechanical vehicles and their owners were required to obtain category M to drive this vehicle.

The basis for the introduction of category M was the increase in the number of minor drivers driving motor vehicles.

Accidents involving teenagers on mopeds have become too common. Such drivers are full-fledged participants in traffic, but do not know the basic rules of the road.

The introduction of an obligation for motorbike owners to have a driver's license has somewhat simplified the legal aspects of registration of accidents.

In this way, it is planned to improve road safety.

For violation of traffic rules, the owner of any vehicle is now subject to full liability, even if the driver is sixteen years of age.

Legal basis

Special licenses for driving mopeds and scooters appeared in Russia on November 5, 2013. The new category was given the designation M.

In particular, a fine of eight hundred rubles is imposed. However, not all drivers are required to obtain the M category.

Basically, the innovation is intended for teenagers who are driving a motorcycle for the first time.

It is possible to obtain a different category of driver's license only from the age of 18. Category M can be assigned from the age of 16.

Drivers who have a license with any other category have the right to drive motorcycles without additionally obtaining the M category. This category opens automatically to any other open category.

How to get a driver's license category M

The training program for category M has already been drawn up and has received approval from the Government of the Russian Federation. Driving schools have every right to provide training for this category.

It’s just that previously students were not required to pass exams, and the quality of the knowledge gained was a personal matter for the motorcycle owner himself.

However, it is not necessary to obtain category M if the driver has a license of a different category. According to the hierarchical series, category M is at the very bottom.

And the presence of another category gives the right to drive mopeds legally. For this reason, moped driving training programs are not in great demand.

For an adult driver, it is more advisable to immediately obtain category A. This will eliminate the need for subsequent learning to drive a car.

Where to go

Sometimes category M is simply not included in the list of possible categories precisely because of the low demand for it.

Upon completion of training, you will need to pass exams that are accepted at the Department of Internal Affairs. Only after this can you apply to the traffic police to obtain a driver’s license.

You will need to provide a certain package of documents:

You should contact the traffic police at your place of residence, since a certificate from a narcologist and psychiatrist is issued only at the place of permanent registration.

Stages of passage

Learning to drive a scooter involves two stages. This is a theory course and practical driving. Learning to operate a scooter takes place on a special platform.

Only on it does the student see motor vehicles, which is the peculiarity of training for category M. Moreover, the final exam is also taken on the site.

The cost of training for category M varies within fifteen thousand rubles. After completing the training, you can take the exam at the traffic police.

Passing the traffic police exam

The traffic police exam is held at a specified time and consists of two stages. First, you take an exam on your knowledge of traffic rules. Then a practice test is taken to test driving skills.

If they are also unsuccessful, then you can take the test again only after thirty days. The theory is usually taken on a computer.

In this case, only two incorrect answers are allowed. The practical part is handed over at a special site for motor vehicles.

When passing the practice, penalty points are awarded for any mistakes. The examinee will be required to perform a number of maneuvers:

Dimensional corridor Moving in a corridor marked with cones, turning, accelerating and stopping
Snake Classic maneuvering between cones
Rut board You need to drive along the “rut board” so that both wheels remain on it
Low speed Ten meters, which must be covered in more than five seconds - touching the platform with your feet and touching the cones is prohibited
Dimensional eight Movement in a figure eight in a space limited by cones

If the driver successfully passes the exam, he or she can receive a category M driving license.

Features of receiving

Among the features of obtaining a category M license, it should be noted that there are a number of medical indications that limit driving a motor vehicle.

At the same time, the list of diseases for which it is impossible to obtain a category M license is similar to the list of indications that prohibit driving a vehicle in principle. For example:

  • epilepsy;
  • mental illness;
  • schizophrenia, etc.

Medical conditions that limit driving a moped include:

  • vision in the best eye is below 0.6 and in the worst eye below 0.2;
  • blindness in one eye with vision below 0.8 in the sighted eye;
  • a month after eye surgery;
  • chronic diseases of the eye shell and some others related to visual impairment;
  • absence of a hand or foot, one of the limbs;
  • absence of phalanges or fingers, immobility in the interphalangeal space;
  • significant difference in limb length;
  • diseases with impaired vestibular functions.

If there is category B

Category B allows you to drive vehicles with a maximum weight of up to three and a half tons. In this case, the number of passenger seats of the vehicle should not exceed eight.

The presence of this category allows you to drive a scooter without opening the M category. But speaking of category B, it is worth mentioning the subcategory B1.

It is awarded at the age of 18 and gives the right to drive tricycles and quadricycles.

Here it is necessary to clarify that not every motorcycle can be classified as a moped. We are talking about motorcycles weighing more than four hundred kilograms.

A tricycle or quadricycle is a three- or four-wheeled motor vehicle intended for use on public roads and is subject to mandatory registration with the State Traffic Safety Inspectorate with the issuance of a PTS.

An example of such transport is the Soviet car-motorcycle or scooter “Ant”.

You can drive such vehicles only if you have category B1 and higher. However, category M may not always open automatically if category B is available.

If during the medical examination contraindications to driving a vehicle of category M are revealed, then the license with category B is marked ML in section 12. That is, control of the moped is limited.

Up to and over 50 cubic meters

A category M license allows you to drive a scooter or moped with an engine power of up to 50 cubic meters.

However, more powerful scooters with an engine capacity of 125-150 cubic meters are becoming increasingly common.

Video: this is where your “M” license comes in handy

When owning such a motor vehicle, category M is not enough. The choice of the desired category depends on the power of such a scooter.

How to get a license for a scooter up to 150 cc and more than 50 cc? If the scooter's engine capacity does not exceed 125 cubic meters with a power of up to 11 kW, then to operate it you will need to obtain category A1.

If the scooter’s engine capacity is 150 cubic meters or more, the vehicle belongs to category A.

This category of license allows you to drive any three- or four-wheeled motor vehicle whose weight does not exceed four hundred kilograms.

But at the same time, having only category A does not allow you to drive a passenger car. Scooters with an engine power of more than 50cc are considered potentially dangerous objects.

Therefore, the traffic police imposes the same requirements on them as on all other road users. Namely:

  • availability of compulsory motor insurance;
  • registration;
  • presence of a helmet;
  • presence in category A or A1 driving license.

Is it possible without training?

In most cases, scooter owners learn to drive scooters on their own. It is believed that there is nothing difficult in driving such vehicles; it is enough to learn how to start and stop.

Therefore, many motorcycle owners are perplexed as to why study at a driving school at all. After all, you can come to the traffic police department and take a driving test.

In 2018, independent learning was prohibited at the legislative level. Previously, it was possible to pass exams and obtain a license without attending special courses.

Now, only persons who can confirm completion of training at a driving school are allowed to take the traffic police exam. Self-study is strictly prohibited.

It should be noted that in Moscow it is quite easy to simply buy a category M license. On many auto-related websites you can find similar offers, sometimes even with free delivery to your address.

The only way to open category M without training is to open it in addition to other available categories.

For example, when replacing an old-style driver’s license, category M will be automatically added to the document.

At first glance, it may not seem very appropriate to establish such a large number of categories specifically for motor vehicles.

In addition to category M, these are also A, A1, B1. However, more and more often, motorcycles are chosen as a means of transportation not only by teenagers, but also by middle-aged people.

Perhaps the establishment of these categories will help improve road safety.

Category “M” license for scooters and mopeds

The driver's license category determines the right to drive a specific type of vehicle. Category M, introduced in 2013, provides for the possibility of riding a moped and ATV.

When is category "M" issued?

The introduction of the “M” category contributed to the spread of light scooters and mopeds on the roads, moving at speeds of up to 80 km/h.

The popularity of this type of transport required compliance with documentation on an equal basis with other road users. Now driving an ATV or moped without a license is prohibited.

If the rules are violated, drivers of such vehicles may be held liable.

The change in the law is aimed at reducing accidents involving minors operating a source of increased danger. In addition, citizens who are intoxicated often ride scooters. For such a violation, such drivers face deprivation of their license.

Having a category “M” license means becoming a full-fledged participant in traffic, to which all the rules of the law apply. These include the obligation to take out a compulsory motor liability insurance policy. Category m gives the right to drive the following vehicles :

  1. Mopeds, scooters;
  2. Lightweight ATVs.

You can get a driving license from the age of 16, the main thing is that the engine capacity does not exceed 50 cubic meters. see If, according to the technical characteristics, the engine capacity is larger, it is necessary to obtain a certificate with category “A”.

ATVs are four-wheeled vehicles with motorcycle-style handlebars and a riding position. The interior and pedals are missing. Control is carried out on the steering wheel. Mopeds are 2 or 3 wheeled vehicles with a maximum speed of up to 50 km/h.

If your vehicle fits the specified description, then you need to take care of obtaining a Group “M” driver’s license. The law also distinguishes between category m1. The designation is used in the technical regulations that apply to passenger cars.

Obtaining rights

Having a driver's license to drive a car, bus, truck, etc. makes it possible to obtain the right to ride a moped.

When replacing a driver's license, a new type of certificate is issued with the automatic addition of a new category.

The exception is the tractor driver's license, which does not give the right to drive any other vehicle. Therefore, without having another certificate, you will need to undergo training:

  1. Sign up for a driving school.
  2. Taking a training course with an experienced instructor.
  3. Passing exams at a driving school.
  4. Passing a practical and theoretical exam at the traffic police. Driving around the city is not provided. A government agency employee evaluates the driver’s ability to start, accelerate, maneuver, and use mirrors.
  5. Obtaining rights.

The average duration of the course is from 1 to 2 months and includes 16 lessons . The price of training is set individually by the driving school and depends on the region. On average, it varies from 7,000 to 12,000 rubles . Additionally, you will need to undergo a medical examination and pay a state fee.

If there are outstanding fines for traffic violations or deprivation of rights by court decision, it is required to provide receipts for their payment or a decree to cancel the deprivation.

Restrictions on driving mopeds

Traffic regulations contain a number of prohibitions when driving mopeds, ATVs, etc.:

  • one-handed control;
  • crossing areas intended for pedestrian traffic;
  • turn left across the tram tracks;
  • towing other vehicles;
  • transportation of large cargo;
  • driving without a fastened helmet;
  • transportation of children under 7 years of age without a specially equipped seat.

During daylight hours, moped drivers must keep their headlights on in the right lane or bike lane.

Driving such vehicles is prohibited for the following groups of citizens:

  • Presence of myopia. The degree of complication must exceed 8 diopters.
  • Less than 3 months have passed since the operation on both eyes.
  • Colorblindness.
  • Limb injuries (absence of the 1st phalanx of the finger).
  • Impairments in motor skills of the legs and arms.
  • Problems with the vestibular system, even as a result of dizziness.
  • Chronic heart diseases.

Category “M” license for scooters and mopeds

Three years ago new changes in legislation came into force. Now, owners of fifty cc mopeds and scooters can drive their vehicles only if they have a category “M” license. Some drivers can automatically enter this category into their license. Other citizens will first have to undergo training and pass exams.

general information

When a person already has a driver’s license, category “M” is considered open automatically. There is no need to take an additional training course or pass certification.

Category “M” allows you to drive mopeds, as well as scooters with an engine capacity of fifty cubic meters. If the vehicle volumes are higher, you will have to open other categories - subclass A.

How to get a license category "M"

Like any other driving license, licenses with category M can be obtained from the inspection. To do this, you need to write an application and attach a package of documentation, which includes:

  • Statement.
  • Driver card from driving school.
  • Receipt of payment of the duty.
  • A certificate indicating that you have passed a medical examination. It is recommended to undergo a medical examination in advance, before starting training. If doctors do not allow the driver to drive, there is simply no point in studying. The person will not be allowed to take the exams, the money will be thrown away. The average price for issuing a certificate ranges from two to two and a half thousand rubles.

Time and cost of training

Many driving schools have included practical training in driving mopeds and scooters. Each educational institution sets its own individual tuition fees. The average cost of training is:

  • 7,000 – 12,000 rubles theory. It includes sixteen classes spread over two months.
  • 16,000 – 26,000 rubles theory with practice. There are 16 hours of theory and up to 18 hours of practical driving. The average duration is two and a half months. To the indicated cost you need to add the price of fuel and oils. The beginning of practical training takes place in a closed area. When the skills become clearer, the driver can be released into the city.
  • 20,000 – 34,000 all inclusive system. Here the price includes the entire package of services, including payment of fees and medical commission. The maximum training period is two and a half months.

If a student has his own vehicle and equipment, he can significantly save on training and passing exams. Driving schools with weekend training can be much more expensive.

How does the exam take place?

Category “M” can be opened for citizens who have reached the age of 16.

The exam consists of two stages:

If the first part of the certification is not passed, the future driver is not allowed to take part in the second stage.

The theoretical part includes the main blocks of traffic rules:

  • Questions about medicine;
  • Traffic rules

This part of the exam is conducted in the form of a test consisting of twenty questions. There are several answer options for each of them. You just need to choose the right one. The driver is given only twenty minutes to complete this certification. If he does not have time to pass it, he is not allowed to practice. You are allowed to be wrong in only two questions out of twenty. Otherwise, you will have to go for a retake.

The practical part of the exam is conducted personally by a traffic police inspector. He pays attention to how the driver starts, accelerates, maneuvers, and uses the mirrors. The practical exam consists of three stages. The moped driver is not allowed into the city for testing.

If all stages of the exam are passed successfully, you can go to the traffic police to get a driver's license. Here the driver is photographed and given the long-awaited document at the appointed hour.

It is much easier to obtain a license for a moped with an engine capacity of less than fifty cubic meters than for a car. The same goes for people who want to get a scooter license.

If a person already has at least one category, he will not need to undergo additional training and exams. Some citizens do not want to study and take exams; they are ready to simply pay money for categories.

However, we should not forget that by such actions he endangers not only himself, but also other road users.

How to get a category M license

Until recently, the operation of scooters (small mopeds) was possible without any driver's license. However, legislative changes took place and new categories appeared in the certificate, one of which meant driving a scooter. She was given the index "M". After this, young drivers were mostly puzzled by how to obtain an M category license.

The changes are due to the fact that the technical parameters of such mopeds did not fall under the existing classification. At the same time, the new two-wheelers were sometimes driven by completely untrained drivers or very young citizens.

Current state of affairs

Driving schools train young drivers for category M under separate programs. For those who have open higher points in the certificate from A and above, there is no need for special training in this profile. Assignment of M in such a situation occurs automatically.

Obtaining this license makes sense if the driver has this document first. If there is no driving school in the region that has courses for moped drivers in its program, then the citizen has the right to enroll in any of the available programs, and “M” will open automatically.

Often for such an operation they use training to operate a motorcycle, point “A”, due to the cheaper cost and shorter period. However, in such a situation, you will need an educational institution that accepts applicants under 18 years of age .

Driving schools for young drivers

Current monitoring of modern driving schools has yielded unexpected results. Not a large number of them, especially in the regions, specialize in a dedicated course for driving mopeds. In most cases, there are three types of programs that have their own costs:

  • Price 7...12 thousand rubles . Only theoretical classes are offered. The time required to complete the full training will be 1-2 months.
  • Price 15...25 thousand rubles . The driver will be offered to complete a theoretical program and attend practical driving lessons. No additional services are offered during the process. The course duration is up to 2.5 months.
  • Price 25...35 thousand rubles . The price includes an extended package of services, consisting of theoretical lectures, practical driving, an exam at a driving school, preparation for passing the traffic police, payment of a medical examination and state duty. All procedures take 2...2.5 months.

How to get a category M license: where to open and pass exams?

In order to be able to drive a vehicle, you must have a driver's license.

Until 2013, such categories of transport as ATVs and mopeds did not require a special license to be able to ride them. But recently the situation has changed, and training for category M has become mandatory.

Main characteristics of category M

It is worth noting that the introduction of this subcategory is associated with the increasing incidence of road accidents involving such types of transport as scooters and motorcycles.

What types of categories are there:

  • A and A1, drivers with this category can drive all types of motorcycles.
  • B, B1, BE, this mark on the license allows you to drive cars with up to 8 passenger seats and less than 3.5 tons in weight.
  • C, CE, C1, C1E, you can drive cars with a total weight of more than 3.5 tons.
  • D, DE, D1, D1E, provide the ability to manage a larger capacity, namely from 8 to 16.
  • Tm, allows you to control trams.
  • Tb, with its presence you can drive buses.
  • Category M, allowing you to ride mopeds and light quadricycles.

Open category "M"

In order for the coveted driver’s license to be in your hands, you must first go through a number of measures:

  • First of all, you need to undergo a medical examination and obtain a certificate allowing you to drive a vehicle. In addition to all specialists, a certificate is also required from a narcologist and a psychiatrist.
  • Next, you need to choose a driving school. Here everyone is guided by their own preferences. An institution may be convenient in location, or have the best reviews of specialists, or a higher percentage of passing exams, among others.
  • After this, you need to pay for classes, gain theoretical knowledge, and also master practical driving skills.
  • Next, you take an exam at a driving school, which serves as a pass for certification in the traffic police.

If you didn’t succeed in passing your license the first time, then you need to fill in the gaps in knowledge and try to get a category M license again.

You must sign up to retake the exam; a second attempt is possible 7 days after failing.

To pass the practical part, the driving school provides a scooter or moped for rent (depending on what kind of transport is available), and this procedure takes place on the site provided for this.

When the attempt to pass for a category M license is successful, the driver receives a protocol, which is the basis for issuing him a driver’s license. For the document form you will have to pay a state fee of two thousand rubles; this is a one-time payment that does not depend on the number of attempts to pass the exam.

Passing exams: basic requirements

To obtain permission to be certified by the State Traffic Safety Inspectorate, you must have:

  1. Written application to obtain a certificate.
  2. Passport or other identification document.
  3. Documentary proof of place of residence.
  4. Certificate of medical report.
  5. Receipt for payment of state duty.
  6. Documents from the driving school where the training was conducted.

First of all, the theoretical part is taken using a computer.

When the theory is completed, you need to perform 3 exercises on the site, this could be:

  • snake;
  • entering the garage in reverse;
  • parallel parking;
  • turning around in a small area.

The next step is driving around the city. This part is the most difficult, so subjects most often have to retake it. And based on successful completion of all stages of the exam, a license is issued. The received document will allow you to drive a vehicle without fear of being fined.

What should a future driver know?

During the period of training at a driving school, cadets receive both theoretical knowledge and skills in solving practical situations that may arise on the roads. And also freely control the vehicle.

Initially, training takes place on a closed, specially equipped race track; only after acquiring skills is it possible to travel to city streets.

An applicant for a driver's license must know:

  • legislative framework that relates to road traffic and the extent of responsibility,
  • traffic rules on the roads,
  • safety precautions when operating a scooter,
  • required measures for the reliable transportation of passengers and cargo,
  • in case of road accidents, the ability to provide first aid,
  • technical design of mopeds and scooters and the possibility of their repair if such a need arises on the road,
  • various techniques and methods of maneuvering a vehicle in any situation, including critical ones.

It is worth noting that it will be more convenient to obtain rights to any other group, then the ability to drive a scooter or moped will appear automatically.

Moreover, not all driving schools provide such an opportunity as learning to ride a moped.

License category “M” – moped, scooter, light quadricycle

Everyone can remember a time when on the road you could meet a drunk or inappropriate driver on a moped or scooter. They could easily drive through a red light, cut off, or create an emergency situation on the road.

It was very difficult to punish them for this. In 2014, the unpunished actions came to an end - everyone who operates equipment up to 50 cubic centimeters should have category “M” license.

If you do not have a driver's license, a fine of 5-15 thousand rubles is now provided.

What does category “M” driver’s license mean?

Drivers who were granted the “M” category when renewing their license get the opportunity to ride a two-wheeled “baby” automatically.

Everything is quite simple - it opens automatically on a new driver’s license if any other category was previously opened.

This is good news, because to get them you didn’t have to do absolutely anything, neither take exams at the traffic police, nor learn to ride a moped or scooter at a driving school, nor pay money for training.

What can you ride?

The rules for replacing and issuing driver’s licenses comment rather dryly on the new “M” category in licenses: “mopeds and light quadricycles.”

If you dig a little deeper, its presence means that you can drive a vehicle with an engine capacity not exceeding 50 cubic meters and a power not exceeding 4 kW .

The maximum speed of category “M” vehicles should be structurally limited to 50 km/h . This provision is dictated by traffic rules. These characteristics fit:

  • Scooters
  • Mopeds
  • Minibikes
  • Lightweight quadricycles (note: quadricycles, not ATVs)

In other words, if you do not have a license with an open category “M”, you do not have the right to drive either the vehicles described above or any other

What's the difference between quadricycles and quads?

The consonant name has more than once delighted holders of licenses with the “M” category, but when disassembling the nuances it was necessary to reduce the joy, since it is prohibited to legally drive full-fledged off-road equipment, even with a small engine capacity. Although they are similar in appearance, for an ATV you need to open a driver category that allows you to control a tractor (A1). So, the differences:

  • The quadricycle has seats located at right angles, like car seats;
  • Most have a roof (optional);
  • The gas, brake and clutch are located at the bottom of the cabin;
  • The presence of a steering wheel in quadricycles, while on quadricycles the steering wheel is of a “motorcycle” type.

What is prohibited from driving?

If you intend to get behind the wheel of a light motorcycle with a capacity of 50 to 125 cubic centimeters, an “M” category driver’s license does not provide such privileges - you will have to open “A1”.

If the engine displacement exceeds this level, training at “A” will be required, which involves driving a full-fledged motorcycle.

Accordingly, the owner of such a license does not have the right to drive a car, truck, bus, tram or trolleybus.

How to get category “M”

There are 2 ways, but the main requirement for category “M” rights is the candidate’s age of 16 years or more and the absence of medical contraindications.

The first way is simple

Completing training for any other category of vehicles will automatically unlock the “M” on your driver’s license. Therefore, it is worth thinking three times and weighing the financial costs before enrolling in specialized courses on driving a scooter or moped.

The driver who contacts the traffic police to replace his license has already been given the authority to drive any vehicle, which means that after the exchange, he will automatically have category “M” stamped on the front side of his driver’s license.

The second method, a difficult one, is training in a driving school and passing exams at the traffic police.

If you have chosen to study for category “M” at a driving school, before paying for the courses, go through a medical examination and obtain a medical certificate. It is possible that part of the training will be paid, and the candidate will have medical contraindications for obtaining a license to drive a scooter.

It is unlikely that anyone will return the money for the knowledge already acquired about mopeds, and no one will issue you a driver’s license from the traffic police. The cost of training for category “M” starts from 18 thousand rubles, and the student’s age must be at least 14 years. But, nevertheless, you can get a license no earlier than 16 years old.

Therefore, it is more advisable to learn how to operate light motorcycles (A1) and obtain both categories.

https://www.youtube.com/watch?v=MUsYThsvzrY

After completing the theoretical and practical course, the future driver is given a driver's card indicating successful completion of the driving school and can take the driving license exam at the State Traffic Safety Inspectorate. The knowledge test for opening category “M” includes:

  • Passing exam tickets to the State Traffic Inspectorate (20 questions in 20 minutes, if more than 2 errors were made on the ticket, the candidate “failed”);
  • Driving on a race track (starting from a standstill, snake, figure eight, acceleration, maneuvering and other exercises. A “failed” mark will be given on the site if 2 exercises are not completed).

You will not have to test driving a moped (scooter) in the city; your skills will be tested exclusively on a specially prepared site.

It is worth noting that passing the license without training, externally, is prohibited at the legislative level.

Legal riding of a scooter with open category “M”

When the license is in the driver’s pocket, you can legally get behind the wheel of a moped and plow along public roads.

Do not forget that having a driver’s license with the coveted category “M” does not cancel the requirements for compliance with traffic rules.

In case of gross violation of traffic rules on a scooter, you will be deprived of the right to drive all vehicles.

  • Mandatory rules for driving mopeds include:
  • Use of a helmet;
  • Sobriety (for being in a state of alcoholic intoxication, your driver’s license will be revoked);
  • Low beam headlights must be on;
  • Age from 16 years;
  • It is prohibited to ride a scooter in the middle of the road. For this purpose, the right side of the roadway, bicycle paths or driving on the side of the road are provided (if this does not cause inconvenience to pedestrians);
  • Towing is prohibited in any form (if the moped is used as a tractor or as a trailer), etc.

As can be seen from the requirements listed above, the introduction of a new category “M” in licenses should have a positive impact on the general road situation. The previous carelessness and adventurism of scooterists and moped drivers can now cost them dearly.

Driving license category M

Legislation has become more stringent in regulating traffic and obliging moped owners to also obtain a license. What is a license for mopeds and what category do you need to open in order to fearlessly ride your vehicle on the road?

Previously, many nimble mopeds with teenagers driving them went anywhere and sometimes broke the rules. This technique did not require a license, which many people took advantage of.

But everything has changed and now, according to the Law “On Road Traffic Safety” as amended on October 14, 2014, driving a moped requires a license of a certain category.

Previously, it was often possible to meet a child driving a moped, or such vehicles were used by people who were drunk and there was no legal leverage over violators. After all, no one will test a cyclist for alcohol.

But most accidents happen for two reasons:

  • ignorance of DD rules;
  • inability to operate equipment.

In other words, people who got behind the wheel of a moped may not even have basic driving skills, let alone how to act in a critical situation, and did not know the rules. Now the situation has changed radically.

Some people mistakenly believe that this category is intended for driving motorcycles, but for this vehicle there is category A. Then the logical question arises: what category M license can you drive?

Category M gives access to driving mopeds and light quadricycles, which must meet the following criteria:

Transport, in accordance with its technical characteristics, cannot reach speed more than 50 km/h.
Engine does not exceed volume 50 cm3
When equipped with an electric motor, its power should be within 0.25 - 4 kW
Permissible weight no more than 400 kg

Many people mistakenly believe that the above category is also suitable for riding a standard quadricycle on roads.

As for the ATVs beloved by many, they also do not fall into category M. The fact is that the law does not have the concept of “ATV”.

This equipment belongs to all-terrain vehicles and requires what is popularly called a “tractor license” of category A1:

Specifications Quadricycle ATV Lightweight quadricycle
Weight kg 400-550 kg More than 300 < 350
Max. effective power kW Not > 15 No more than 4
Engine capacity 150-500 No more than 50
Max. speed km/h More than 50 Not > 45
Category of rights IN 1 A1 M

Driver health requirements

To obtain a license, regardless of its category, it is necessary to pass a medical commission.

It is she who gives a conclusion about whether a given person is capable of driving a vehicle intelligently and not endangering himself and others.

Art. 23 of the Law “On Road Safety” clearly defines situations when a driver is required to undergo a medical examination in order to be allowed to drive vehicles.

So, a medical examination is carried out in the following cases:

It is also necessary to undergo a medical examination after a number of illnesses or injuries. The list of diseases is approved by regulation.

To obtain a medical certificate, you will need to undergo the following doctors to obtain a category M driver's license to drive mopeds and scooters:

  • therapist;
  • ophthalmologist;
  • neurologist;
  • otolaryngologist;
  • narcologist;
  • psychiatrist.

When passing through specialists, it is necessary to take into account the fact that the last two doctors must be visited in a specialized institution. That is, in a drug treatment and psychiatric clinic.

In general, undergoing a medical examination for a person of average health is quite simple. But there are still a number of serious diseases, in the presence of which a person is not allowed to drive a vehicle.

You can’t drive a moped this way if:

  • a number of eye diseases associated with progressive deterioration of vision and limiting the movement of the eyeballs (glaucoma, strabismus, diplopia);
  • deafness;
  • a number of neurological diseases;
  • absence of upper or lower limbs or their deformation;
  • a number of chronic diseases of the heart and blood vessels.

The full list of diseases can be found in the Order No. 302n approved by the Ministry of Health and Social Development of Russia dated April 12, 2011, which approves the lists of dangerous factors for the identification of which medical examinations are carried out.

The law allows obtaining such a certificate both in a state medical institution and in a private clinic that has the appropriate license.

All specialists make notes on the bypass sheet, on the basis of which the therapist issues a certificate of admission.

Driver knowledge and skill requirements

Considering that vehicles falling under this category have every right to move on public roads, a number of skills are required from the driver.

The moped driver is obliged

  • know the rules of the road and follow them;
  • know the basics of legislation governing legal relations that arise while driving, including liability for violating the rules;
  • know and be able to competently use in practice the basics of moped control and be able to act firmly and confidently in any critical situation;
  • know the technical structure of the vehicle in order to sensibly assess the serviceability and technical condition;
  • have the skills to carry out minimal maintenance of your vehicles;
  • know and be able to apply in practice first aid measures to victims;
  • be able to avoid conflict situations that often arise on the road.

The driver candidate learns all this in special courses at a driving school, and confirms his skills by passing the driving license exam.

Is it necessary to go to a driving school?

If previously no one demanded a license from a moped driver, then, accordingly, training in a driving school was not necessary. But changes in legislation have entailed stricter training requirements.

Due to the fact that training has become necessary, many driving schools have introduced a special course designed exclusively for obtaining the M category.

Since category M allows you to obtain a driver's license at the age of 16, you can go to a driving school shortly before reaching this age.
In other words, it is impossible to get a category M license without a driving school.

What is needed to obtain a driver's license category m

To obtain a license, the candidate must undergo training at a driving school and pass exams. But it is necessary to clearly know and follow the sequence of actions to achieve the goal.

  1. You need to find a driving school that provides training for the required category of license, and find out when enrollment for the new course will begin. Most driving schools teach driving mopeds in the spring or summer, when the roads are dry, which greatly facilitates the learning process.
  2. Make sure that the driving school has the appropriate permits.
  3. Drive to the driving school and sign a training agreement. The contract must clearly state what course will be taken and how many hours of practice are planned for driving training.
  4. Collect documents required for training:
    • medical certificate;
    • passport;
    • photos 3*4.
  5. Take a theoretical course
  6. Take practical training in moped driving skills.
  7. After completing the course, you must pass an exam at a driving school, which serves as admission to the traffic police exam. The person must be 16 years of age at the time of taking the exam.
  8. Passing the traffic police exam takes place in two stages:
    • The theoretical exam consists of tickets, each of which has 20 questions. You are allowed to make no more than two mistakes. During the exam, knowledge is tested:
      • traffic rules;
      • safety fundamentals;
      • first aid rules;
      • technical device of the vehicle.
    • practical control of a moped in site conditions. Unlike any other category, the exam does not include travel to the city.

Persons who do not pass the theoretical part of the exam do not receive access to the practical part. Retaking is allowed, but there are some restrictions.

So, retaking the theory is permissible only after a week. In case of three unsuccessful attempts to re-examine, the candidate has the right to return only after a month.

For those who failed the exam, it is worth noting that there is no need to put off retaking the test. Learning the theoretical part of the exam is not so difficult, but if you procrastinate, you will have to catch up all over again.

When obtaining your license, you must have with you:

  • an examination card with marks on completion of both stages;
  • passport;
  • medical certificate. If the original certificate was left at the driving school, then it must be collected;
  • documents confirming training at a driving school;
  • money to pay the state fee for issuing a driver's license.

According to the law, if the driver already has a certain category of rights, then admission to category M opens automatically.

Formally, a driver can drive a moped without checking the corresponding license box. But if documentary evidence is needed, then when replacing rights, it is necessary to remind about the opening of category M.

Where to get it

Not so long ago, obtaining a category M license was complicated by the fact that there was no properly approved course.

But the realities of time have made their own adjustments and now many driving schools have a separate course for training drivers of category M.

This creates a number of inconveniences, since category M allows driving from 16 years of age, while all other categories allow drivers over 18 years of age. The only exception is category A1.

Training in a driving school today is paid and its cost varies in different cities. Of course, the table refers specifically to the cost of training.

The issue of purchasing rights directly is quite sensitive and can lead to very negative consequences.

The average cost of an academic hour of practice on a moped is 800 – 1500 rubles:

Region Price
Moscow 6-8 thousand
Yaroslavl 6-7 thousand rubles
Krasnodar 10 thousand rubles
Tula 7-8 thousand rubles
Saint Petersburg 7-9 thousand rubles

The cost varies depending on the region, the number of additional hours, the availability of the student’s own transport, who has a compulsory motor insurance policy and many other nuances.

To summarize, it can be noted that for a person who has reached only 16 years of age, obtaining a category M license is the only opportunity to ride a moped on the road.

Studying at school is not the cheapest pleasure, and opening a higher category of license will give you the opportunity to drive a moped.
