3. Third stage

- personal passport;
- a document certifying personal ownership of the car;
- receipts for repayment of expenses for evacuation and storage of the car in the impound lot (if the car was parked there for more than a day).
If the car is received by the owner's authorized representative, then he must have with him a power of attorney for the right to drive this car. If the car is the property of the organization, then the recipient must also present a power of attorney for the right to drive this car or a waybill signed by the responsible official of the organization.
A representative of the owner who does not have the right to drive the car can also retrieve a detained vehicle from the impound lot. To do this, in addition to the above documents, he must also submit a power of attorney to receive the car from the impound lot, signed by the owner of the vehicle.
For those who voluntarily pay in full for the evacuation and stay of the car in the impound lot in advance, there is a 25 percent discount on the amount of payments.
In this case, a mandatory condition remains the availability of permission for release from the official of the detaining organization (Staff Police or MADI).
Car owners should remember that if there are arrears in the payment of administrative fines for previous traffic violations, a car that ends up in a specialized parking lot may be seized by a bailiff until all debts on the writs of execution are paid off.
At the same time, in order to free the car from the impound lot, its owner will need to present a bailiff’s order to lift the arrest on the car.
From the moment the parking lot administration receives the bailiff's order to seize the car, the calculation of the time it was spent stops and no amount of money is accrued for storage.
The owner of the car can appeal the decision of the bailiff within ten days from the date of receipt of the arrest order. If the debts are not repaid by the owner within 2 months, the seized car can be sold to repay them by the bailiff service.
4. Final stage
This stage consists of the process of receiving the detained car from the impound lot. When returning a car, you must make a thorough inspection of its external condition, internal contents and equipment.
It is no secret that during evacuation, due to careless handling during loading, transportation and unloading, the vehicle may receive new damage or paint defects.
There are cases when, due to the oversight of security guards, valuables or electronic equipment left inside disappear from the car.

If the parking lot employees insist on paying immediately, warn them about the recording and start filming your conversation - this will allow you to appeal their unlawful actions.

How much does it cost to evacuate to an impound lot and store a car there?
In case of transporting a car to a specialized parking lot, the driver will have to pay:
- Traffic police fine.
- Tow truck services.
- Storing the car in a specialized parking lot.
The amount of the traffic police fine will be determined by the resolution on the administrative offense. It must be paid within 40 calendar days after receiving it from the inspector. This period includes 10 days to appeal the decision and 30 days to pay the fine.
The cost of evacuation and maintenance of a car in a impound lot is determined independently by each region in accordance with the methodology for calculating payment terms and tariffs approved by FAS Order No. 1145.

What should I do if my car is towed in front of me?
If the car is being prepared for transportation to an impound lot in your presence, be sure to familiarize yourself with the offense that was the reason for the towing. If possible, eliminate the basis for the detention of the vehicle. For example, if you violated parking rules and left your car, you must move it to an authorized location.

Even if you find out that your car was not stolen, but taken away by a tow truck, this will not save you from a certain algorithm of actions, which we will discuss further.
Actions to take when towing a car to an impound lot
