Our government does not allow all these 100% to be done , introducing new unnecessary things, and not finalizing the old ones. I already wrote a post about legal purity, but something has changed, and I want to describe it again with innovations, and go a little deeper into the process and explain some things.

This portal has been operating since 2014, if I’m not mistaken , and banks obliged all pledged cars to be displayed there.
But, unfortunately, not all banks do this! But large banks, such as Sberbank, still follow the instructions. And below I will show you what an entry in the register of pledges for a car that is pledged to Sberbank looks like.

There is written the full name of the owner of the car, the one who took it on credit, his passport details, as well as the registration number according to the register of pledges, and where the car is pledged. It could be a bank, it could be another organization, and it will be stated there where the vehicle is pledged.

They often have cars that are in various types of collateral. However, the car may not necessarily be pledged to banks, and not necessarily due to a loan. Likewise, in quick loans, they can take a car as collateral, but do not note this in the registry.
Moreover, a pledge can be made between two private individuals, and it will also be valid, but will not be displayed in the register of pledges, since no one will specifically go to a notary and certify this pledge between two private individuals.

Don't be lazy and ask the seller. At the same time, you’ll find out whether he’s outbid or not; if he doesn’t immediately answer about his date of birth, but starts looking for documents and copies of his passport, then everything will be clear right away. There is also a paid application for phones to check the VIN of a car . Makes it easier for you to check.

5. For loans and pledges, you can get a car on the banki.ru website; it’s paid , the price is only 300 rubles, but it can save you much more. Take the time to research the best car you are going to buy. This is what I personally do. You shouldn’t check everything, but in some cases you need to do this too. More on this at the very bottom.
To check, you will need the series and number of the PTS. It is the PTS, not the registration certificate. And also the VIN of the car. After payment, etc., you receive a PDF file in which everything is indicated. Again, it is worth saying that this does not check for all Russian banks, but only for a few others, and you can read the list of banks on the website.

Innovation in Russia. You can request a certificate from a notary that the car is not pledged . The issue price is 80-100 rubles. To check, you only need the vehicle VIN. You can check this with any notary.
But again, this does not mean that there are no liens!
I'll explain. You get your car signed by a notary at 12:00. At 12:05 you buy a car. During these 5 minutes, something could happen in the registry, it is updated online, and then the car will appear as collateral. And you seem to have a piece of paper stating that it is not included in the collateral. There is nothing good about this.
There is only one advantage in this piece of paper: you will probably be recognized as a bona fide buyer, and it will be easier for you to repossess the car from banks and other organizations.
I just want you to understand that there are still risks.
Even if the notary himself gave you a certified piece of paper stating that the car is not under any collateral!
Another point, if the pledge was made between two private individuals, and is not noted in the register of pledges , then the notary will give you a piece of paper that there is no pledge on the car.
But he really is!
And then again, it will be easier for you to win the case through the court, since the notary himself gave you a certified certificate that the car is not pledged. And the people between whom there was a pledge are themselves to blame for not having it noted by the notary. And again, this does not mean that 100% is not a lien, it does not mean that 100% of you will not have problems! This only means that you will win your case in court! And this is at least some kind of guarantee for you, as a buyer, that the car will not be taken away from you.
I’ll write again, NO ONE CAN GIVE 100% guarantee of Legal Purity! ! ! ! There will always be a small % chance of problems! Just know this and tell your friends and acquaintances! No one can give a 100% guarantee of purity. Even car dealerships, issuing such a piece of paper, oh legal. cleanliness, they often sell collateral or credit cars. And the state, in turn, does everything through the ass, and does not want to protect its citizens!
Don’t be lazy to write down the VIN, PTS number and series, owner’s full name, or just take a photo, as I do, and then punch it wherever possible.
And also, it is better to fill out the DCT, which states the following: The car seller guarantees that the car he is selling (vin, make and model) has not been sold to anyone, is not mortgaged, is not in dispute or under prohibition (arrest), has no prohibitions on registration actions.
And it is advisable to register the car with the seller.
I wrote earlier that I do not check all the cars in a row on all portals, and especially not on the paid portal banking.ru.
But I also wrote that in some cases it is necessary to do this. And here's an example for you. The car is in another city. Or 5 cars. Before you go to look at them, you need to break them all. And it is advisable to break through everywhere.
You don’t want to arrive and realize that your car is on loan, pledged or seized?
What if you end up driving away because of one car, and it’s under collateral, a loan, or a lien? What then? Just go home? It’s easier not to go anywhere at all, but to break through the cars first. Right? To do this, first, we ask everyone for the VIN, PTS serial number, and the full name of the person with whom the car is registered.
It is the full name of the person who has the car registered, and not the outbid dealer himself, who is not even included in the title. And we check everywhere. Perhaps this will save you from trouble.
It may be that the car is clean everywhere, including in the pledge registry! But in fact, it was taken out on credit from some little-known bank, and they simply do not mark this pledge with a notary. Is 300 rubles expensive? And even more so for 5 cars? Believe me, it's not expensive for your peace of mind. But you will immediately weed out unnecessary options. Or you will be more confident in the car. But buying a used car is not like buying seeds; you have to spend money to protect yourself.
Be sure to check that you entered the VIN correctly on all portals! I have had situations where I made a mistake by a number or a letter! And once, having arrived in another city and seeing the PTS live, I realized that I had made a mistake in one letter. And in the photo of the PTS, which they sent me via WhatsApp, it was hard to see. I immediately checked everything from my phone.
And as you can see, the car was pledged to Sberbank. These phone screenshots are just because of my mistake. Everyone makes mistakes, but I don’t have the right to do so, so I double-check everything several times.
The issue was resolved as easily as possible, we went and paid the remaining amount for the car, received a piece of paper from Sberbank stating that the car was no longer pledged to the bank and that was the end of it.
And the owner of the car said that after the transaction he would have closed the loan anyway! But why do you need these risks? It’s easier to pay everything in front of you right away than to think later whether he will close the loan with this money? Or will he just buy another car, and continue to pay off the loan little by little... and will he pay it off at all...? And this particular seller became my customer in the future.
