Where to call if your car is towed

What to do if your car is towed

Where to call if your car is towed

Every motorist can run into a tow truck. You don't have to be a persistent offender to do this.

It is enough to inadvertently stand under a “No Stopping” sign, run your wheel onto a curb, or park in a space for disabled people.

In this article we will figure out where to call, how to fill out documents and when and how much to pay if the car is taken away.

Don't remain indifferent and help the owner. Approach the car and try to find the owner's phone number. It may be on a note under glass.

Found the number? Call the owner and warn him that his car is being towed. He will have time to return to the parking spot and pick up the car before it is taken to a specialized parking lot. This will save him several thousand rubles for evacuation.

Go to the traffic police inspector and present documents for the car confirming that you are the owner. Tell them that you will now move the car correctly - parallel to the road without hitting the curb.

The traffic police inspector will check the documents and instruct the tow truck driver to put the vehicle back on the road.

For illegal parking, you will be issued an administrative violation report and a fine of 3,000 rubles. The fine will have to be paid within 60 days. If you meet 20, they will give you a 50% discount.

You returned to the parking lot and did not find your car where you left it. Find out immediately if your car has been stolen or towed away. To do this, call the traffic police duty station at 112.

After you are convinced that the car was moved to the impound lot for illegal parking, be sure to find out from the inspector on duty who issued the detention and where the car was taken.

Let's say you were informed that the detention was issued by the traffic police inspector of the State Traffic Safety Inspectorate of the Internal Affairs Directorate for the Southern Administrative District of Moscow, and the car was taken to a specialized parking lot at Moscow, Podolskikh Kursantov Street, property 7A. Write down the information so you don't forget.

The further procedure depends on where the documents for the car are - in your hands or left in the glove compartment.

If the documents remain locked in the towed car, then you must first go to the impound lot.

In the parking lot, you write an application to open the car and access to the salon. The impound lot employee will issue an opening certificate and remove the seal. As a rule, they are removed only from the driver's door. You pick up documents from the salon. After which the employee draws up a re-sealing certificate and seals the door again.

Now that you have all the documents in your hands again, you can go to the traffic police department that issued the arrest.

To pick up a car from an impound lot, first go to the traffic police department for a decision on return. You need to go to the department whose inspector issued the arrest.

The inspector on duty will require your driver's license, vehicle registration certificate and compulsory motor liability insurance policy. There is no need to go home to pick up your vehicle title; a registration certificate is sufficient.

Based on your documents, the inspector on duty will issue a resolution on an administrative violation. The resolution is a key document during evacuation. It is the same decision on return, which confirms that the official allows the owner to pick up the detained car.

It is not necessary to pay the cost of towing and storage before receiving the car. By law, the owner can pick up the car without prepayment.

At the end, you check whether the car was damaged during loading/unloading onto a tow truck, sign the acceptance certificate and pick up the car.

If your car has been towed, where to call (Moscow)

Today we will look at what to do if your car has been towed, where to call (Moscow and the Moscow region), how to find out where the car has been towed in Moscow. Let's look at the recipes, where to go if your car is towed in Moscow and what documents are needed.

Every car enthusiast's worst dream: you approach the place where you parked your car, and there is nothing in that place. The first idea that immediately pops into your head is something like this: “Have they really stolen it?”

But after a moment of thought, the owner of the car still realizes that, most likely, his car was parked incorrectly by him in a completely inappropriate place - so his car was taken by the evacuation service to the traffic police impound lot.

There is no need to be nervous or worried - dozens of exactly the same ordinary drivers also face the same unpleasant problem every day.

The car was evacuated - what to do (Moscow and Moscow region)

What exactly should be your very first actions when your precious car is taken away? Most importantly, where should you call and what should you say? What if your car is forcibly towed right in front of you? In general, as you can see, there are a lot of questions and incomprehensible moments, but we will cope together and deal with each one. These are the main questions, but there are also completely non-standard ones.

For example, if your car is not carefully towed, not only can the paintwork be scratched, but your personal valuables can disappear from the inside of the car in an unknown direction. Every driver needs to know all these nuances. You also need to know where to park correctly.

This article is based on the bitter experience of many car enthusiasts; it is aimed at saving your nerves.

Your actions while the car was towed

Cases where the owner manages to prevent his car from being taken away by a towing service right in front of him are rare. Much more often he comes - but the car is no longer there. But then almost everyone has to return their car from traffic police impound lots. So, first you need to make sure that your car was definitely taken to the traffic police impound lot and not stolen.

In every major settlement, a 24-hour hotline is open for these purposes, where you can clearly determine the data about your car - whether it is in the impound lot.

If you are unable to find such a telephone number, then call the traffic police duty department and feel free to ask for these telephone numbers from them.

In addition, we recommend that you determine the telephone number of such a service for your city in advance, so as not to look for it in a hurry later when you need it so much. So, if your personal car has been towed, where to call (Moscow)?

The car was towed - where to call Moscow, center, Moscow region

For example, in Moscow and the Moscow region you have the opportunity to call the Unified Dispatch Center at the following telephone number - this is 8 (495) 539-22-99.

In addition, you can, of course, call 02 (from mobile operators you need to dial 112).

If you left Moscow, for example, for the cultural capital, then in St. Petersburg you need to call the hotline numbers (812) 680-33-33, as well as 004 (from a mobile phone you need to dial the phone number +7-812-004) .

What they can tell you

Over the phone, the service operator on duty will confirm to you that your car is indeed parked in the impound lot, and in addition will give you the specific address of the parking lot so that you can have an approximate idea of where it is.

Where to go with documents

Your next step will be your personal trip (or a walk) to the traffic police department, or more correctly, to its duty station. In that place, you must pick up a copy of the protocol drawn up by the traffic police officers on the detention / evacuation of your vehicle, along with the resolution on your administrative offense.

Make sure that all completed documents are complete, so that the document contains a mark indicating that the evacuation circumstances have been eliminated.

If your car ends up in a paid impound lot according to the decision of MADI evacuation workers, then the subsequent return of your personal vehicle will also, according to the established regulations, take place directly to MADI.

Here is the address to contact for Moscow: Bolshoy Palashevsky Lane, house number 15.

In addition, you should also know that at 3 impound lots within Moscow, which are located on Dubovaya Roshcha Street, on the street named after. Shenogin, as well as on the Entuziastov highway, you will be able to get permission to return your personal car with payment right on the spot.

Features of returning your personal car

So, you now understand how to determine where the car was evacuated. But there remains an unpleasant red tape with documents. You must definitely have with you your personal civil internal passport, a PTS passport for your car, an MTPL insurance policy, a vehicle registration certificate and, of course, your personal driver’s license.

It happens that a situation can happen where some of these documents are locked inside the car, which is later towed away. Then you will need to perform one more impact. Go to the impound lot and fill out an autopsy report and a vehicle sealing report.

Payment for car return

Before you can reclaim the evacuated vehicle, you will need to pay the cost of its storage and transportation. Payment can possibly be made both at terminals in the traffic police building, and at a branch of any bank with the issuance of a receipt, or at the impound lot of the evacuation service, where your towed car is located.

But it is not necessary to pay the fine issued to you for violating traffic rules for parking right away: according to modern legislation, you have 60 (sixty) days left to do this. However, then, after the end of this period, the specified fine will go through the system unpaid - there will be much more trouble.

If you were standing in your rightful place

From time to time it happens that your car will be towed from its legal parking spot. Much more often this happens in order to prepare a large city for any ongoing events. Then the city leadership needs to free the streets from cars.

However, such incidents happen very rarely. Based on this, you should first call the Unified Dispatch Center, and only later look for the car in the yards.

Where to call and what to do if your car is towed

Probably, with every driver at least once in his life such a situation happened when, having arrived at the place where he had previously parked the car, he did not find it there.

The most likely reason for the disappearance of vehicles is forced evacuation for violation of parking rules. In this case, you need to look for the car in one of the city’s impound parking lots.

But how to return it and where to call if the car has been towed, not all drivers know about this and incur unnecessary financial expenses.

Reasons for forced evacuation of a car

A car may be sent to impound lot for the following reasons:

  1. lack of necessary documents for the right to own and drive a car;
  2. driving while intoxicated or under the influence of drugs;
  3. refusal to comply with a traffic police officer’s request to undergo a medical examination;
  4. if the car is evidence, material evidence of an accident, or was damaged as a result of the accident and left by the owner.
  5. violation of the rules of stopping and parking a vehicle, such as:
  • stop on the tram lines;
  • parking within a public transport stop or at a distance of less than 15 meters from its boundaries;
  • parking on the sidewalk, at a pedestrian crossing or at a distance closer than 5 meters to its border;
  • if an abandoned vehicle creates an obstacle or blocks the movement of other vehicles.

If the owner's legal request is ignored by an inspector or loader, he can record the entire loading process on a video camera in order to have objective evidence of illegal actions being taken against him. This material will allow him to further substantiate his claim or complaint against the decision of the police inspector and pick up the car from the impound lot without making additional payments for the time it is idle on it.

Video: In the light of headlights: Did you evacuate the car? Know your rights

In Moscow, three structures have the right to fine a driver for illegal parking:

  1. Moscow traffic police;
  2. MADI - road inspection of the capital's administration;
  3. "Mosparking" is the administrator of parking space in Moscow (AMPP).

The latter organization monitors timely payment for the use of parking spaces, using special mobile devices called parkons. Although experts from this department claim that these devices work flawlessly, experienced drivers claim the opposite, saying that there are cases of unreasonable fines of 2,500 rubles for non-payment of paid parking.

So, who should you call if your car was towed and you didn’t find it in the abandoned place and what to do next?

1. First stage

The first step is to find out which specialized parking lot the car is placed in. This information can be obtained by calling the following numbers:

  • 02 – duty service of the Ministry of Internal Affairs by landline telephone;
  • 112 – duty service of the Ministry of Internal Affairs by mobile phone;
  • 8(495)539 54 54 – AMPP hotline for Moscow;
  • 004 or +7(812)004 – city information service in St. Petersburg;
  • (812)680 33 33 – duty service of the St. Petersburg State Traffic Safety Inspectorate for evacuated cars.

2. Second stage

The next step should be to obtain permission to remove the car from the impound lot. This permit is a copy of the protocol on the offense or the detention of the car with a note indicating that the reasons for the detention have been eliminated.

This document can be obtained from the traffic police or MADI department on whose territory the violation occurred. The exact address of the Moscow branch can be obtained by calling the hotline 8 (495) 539-54-54.

After this, the owner of the evacuated car needs to arrive at this institution, having with him:

  • driver license;
  • registration certificate for the car;
  • OSAGO policy.

If the documents were left in the towed car, then you will first have to visit the impound lot where the car is located. There, in your presence, with the drawing up of a protocol, the documents will be opened and confiscated. Only after this will it be possible to go to the traffic police department.

3. Third stage

This stage of returning the car consists of arriving at the impound lot, where it is actually located. In this case, the recipient of the detained car must have with him:

  • a photocopy of the protocol on sending the car to a special parking lot or committing an offense with a permitting mark from the relevant official on the return of the car;
  • personal passport;
  • a document certifying personal ownership of the car;
  • receipts for repayment of expenses for evacuation and storage of the car in the impound lot (if the car was parked there for more than a day).

If the car is received by the owner's authorized representative, then he must have with him a power of attorney for the right to drive this car. If the car is the property of the organization, then the recipient must also present a power of attorney for the right to drive this car or a waybill signed by the responsible official of the organization.

A representative of the owner who does not have the right to drive the car can also retrieve a detained vehicle from the impound lot. To do this, in addition to the above documents, he must also submit a power of attorney to receive the car from the impound lot, signed by the owner of the vehicle.

For those who voluntarily pay in full for the evacuation and stay of the car in the impound lot in advance, there is a 25 percent discount on the amount of payments.

In this case, a mandatory condition remains the availability of permission for release from the official of the detaining organization (Staff Police or MADI).

Car owners should remember that if there are arrears in the payment of administrative fines for previous traffic violations, a car that ends up in a specialized parking lot may be seized by a bailiff until all debts on the writs of execution are paid off.

At the same time, in order to free the car from the impound lot, its owner will need to present a bailiff’s order to lift the arrest on the car.

From the moment the parking lot administration receives the bailiff's order to seize the car, the calculation of the time it was spent stops and no amount of money is accrued for storage.

The owner of the car can appeal the decision of the bailiff within ten days from the date of receipt of the arrest order. If the debts are not repaid by the owner within 2 months, the seized car can be sold to repay them by the bailiff service.

4. Final stage

This stage consists of the process of receiving the detained car from the impound lot. When returning a car, you must make a thorough inspection of its external condition, internal contents and equipment.

It is no secret that during evacuation, due to careless handling during loading, transportation and unloading, the vehicle may receive new damage or paint defects.

There are cases when, due to the oversight of security guards, valuables or electronic equipment left inside disappear from the car.

In all cases of discovery of new damage or the disappearance of valuables, components and equipment, it is necessary to call a police squad to draw up an inspection report, because without this, after leaving the impound lot, it will be impossible to prove the guilt of the evacuation service.

If the car has not received serious damage, but there are several fresh scratches or dents, then it is enough to record them on video or a camera and draw up an inspection report in free form, indicating in it all the identified defects, the date, time and place of drawing up, with the signature of two witnesses and parking lot administration representative.

To determine the amount of damage caused, the services of an appraisal firm performing an independent examination will be required.

How much does it cost to evacuate and store a car in a parking lot in Moscow?

The cost of a tow truck service depends on the category of the vehicle being towed and the power of its engine (see table):

Transport category Engine power (hp) Evacuation price (RUB)
A, B ≤ 80 3000
B (not cargo) 80-250 5000
B (not cargo) ˃250 7000
D (excluding oversized) 27000
Oversized transport 47000

The cost of staying in a parking lot also depends on the category of vehicle and its permissible maximum weight (see table):

Transport category Permitted maximum weight (t.) Parking price per day (RUB)
A 500
B, D ≤3,5 1000
C, D, E ˃3,5 2000
Oversized transport 3000

Payment for storage is charged starting from the 2nd day of vehicle stay in the parking lot. Current information about all changes in the cost of evacuation and storage is available on the website parking.mos.ru.

Subscription to the service is free in several ways:

  • sending an SMS message “EV P car number” to subscriber 7377, for example, “EV P M101MM199”;
  • registration and acceptance of the offer on the website parking.mos.ru.;
  • registration on the website pgu.mos.ru.;
  • downloading the Moscow Parking program to your mobile phone.

Who to call and what to do if your car is towed?

Car evacuation is a process associated not only with further documentary problems, but also with monetary losses. Especially if you are in a metropolis.

Collecting all the necessary documents to return a convoyed car may take more than one day, for each of which you will have to pay a large sum at the impound lot.

How to resolve this situation relatively easily - read on.

Reasons for car evacuation

Tow trucks operate in accordance with the law of the Russian Federation - they have the right to pick up any car only if one of the violations occurs under Article 27.13 of the Code of Administrative Offenses:

  1. You parked incorrectly or left your car for a period longer than permitted in that parking area.
  2. You do not have a vehicle registration certificate.
  3. You are deprived of the right to drive a car.
  4. You are drunk.
  5. You are drunk and refuse to be examined.
  6. You were driving a car that had broken brakes or steering.

They do not have the right to evacuate if:

  • You do not have MTPL (since 2015).
  • You do not have a driver's license (since 2015).
  • There is another driver next to the car who has the right to drive this vehicle (there is STS, license and OSAGO), and he expressed his readiness to drive the car before the tow truck moved from the evacuation site .
  • There is no traffic police officer nearby to draw up a report.

Where to call

First of all, you should know that a report must be drawn up upon the evacuation and handed to you if you were at the scene of the incident. Accordingly, regarding the return of the car, you need to call the traffic police or go there in person.

However, it is first recommended to call the impound lot directly using the tow truck’s phone number, since each of them has its own requirements and additional nuances for “releasing” the cars that have reached them.

Here are some contacts for big cities that will help in the first minutes after evacuation:

  • Moscow - +74955395454 (unified help desk for tow trucks);
  • Saint Petersburg — +78126803333;
  • Ekaterinburg — +73433545553;
  • Kazan - +78432776677 (control room) or +78435333812 (traffic police duty room);
  • Ufa — +73472793335;
  • Nizhny Novgorod — +73124171707.

To check whether the vehicle was actually evacuated or whether it was stolen by attackers, you need to dial “02” or “112” (from a mobile phone). If the car is actually driven to the impound lot, the police will tell you where to go to resolve the situation.

What to do

After you clarify where and why your car is located, you need to do the following:

  1. If you have the documents in your hands (OSAGO, V/u, SoRTS, etc.), go to the traffic police.
  2. Receive a decree/protocol on the detention of the car from the traffic police.
  3. Pay the fines or immediately receive permission to pick up the car and pay the fine within the time established by law.
  4. Go to pick up your car at the designated impound lot.

You need to contact the traffic police department whose inspector signed the evacuation protocol. Usually it is located at the place of evacuation.

If you don’t have the documents on hand, before going to the traffic police, you need to:

  1. Go to the impound lot and fill out a protocol for opening the car.
  2. Sign the protocol.
  3. Let the impound lot employee seal the car after seizing the documents.
  4. Go to the traffic police to obtain a resolution or protocol, as well as permission to pick up the car.
  5. Return to the impound lot and pick up the car.

Returning the car

The return of the car itself is carried out after completing the procedure described above. To do this, you must present the following documents at the impound lot:

  • ID card of the driver or owner of the vehicle (yours);
  • vehicle registration certificate;
  • STS auto;
  • OSAGO;
  • driver's license;
  • car registration certificate;
  • permission to issue a car from the traffic police;
  • a copy of the evacuation protocol;
  • a power of attorney certified by a notary, if you are not the owner of the car.

Additionally, at the impound lot they may require a receipt for payment of the fine, however, such actions are unlawful, since by law the driver is given 60 days to do this. You also don’t have to pay for the impound lot right away, but many points give a 25 percent discount on the cost if you pay on the spot (for Moscow).

If the parking lot employees insist on paying immediately, warn them about the recording and start filming your conversation - this will allow you to appeal their unlawful actions.

However, then you won’t be able to get the car right away; you will still have to either pay immediately for this or wait for the consideration of the appeal against unlawful actions.

During this time, a decent amount of money may accrue for the car being in the impound lot, so it is recommended that all issues be resolved on the same day.

How to check car evacuation online

A special map of impound lots has been created for drivers in Moscow and the Moscow region. Below it there is a field where you can check where exactly the car was taken. For this:

  1. Go to http://parking.mos.ru/.
  2. Scroll down to the green “Search for a Vehicle” form.
  3. Fill out the form - all you need is the license plate number of the car and the captcha code from the picture.
  4. Click Search.

Also, on the mos.ru in the “Services” section there is a page that contains additional resources for finding a car at impound lots in Moscow. Among them:

  1. The above http://parking.mos.ru/ is “Moscow Parking”.
  2. Moscow Transport website.
  3. Mayor's Portal (registration may be required).

Fine and tariffs

The fine will depend on what exactly you violated. For example, for illegal parking in Moscow in 2018, it is 3,000 rubles. To these costs are added the tariffs for the work of the tow truck and the hourly presence of the car in a special parking lot.

Below are some approximate figures by city:

City Hour in the impound lot, rub. Tow truck services, rub.
Moscow 41.6 from the second day (the first is free) 5000
Saint Petersburg 32 2700
Novosibirsk 44,8 1750
Ufa 25 from 13 hours of presence 1500
Kazan 60 1200
Ekaterinburg 33 1090
Krasnodar 25 2225

Thus, for example, towing in Moscow can cost the driver about 9-10 thousand rubles (5,000 for the tow truck itself, 3,000 for improper parking, 1,000 for a day of parking). This is quite a large amount, so there are “incentive” discounts, for example:

  1. For paying a fine on the spot or within 1-2 days – 25 percent.
  2. For paying a fine in the first 20 days - 50 percent of the fine.

Discounts, like the cost itself, depend on the city, the impound lot and the nature of the offense.

The car was towed to the impound lot: what to wish for, where to look for the car

A traffic police inspector can detain and evacuate a car for violations, the full list of which is defined in clause 1 of article 27.13 of the Administrative Code.

Among them:

  • Violation of the rules of stopping and parking a vehicle, incl. ignoring warning or prohibition signs.
  • Driving while under the influence of alcohol or drugs.
  • Violation of the rules for transporting passengers or cargo, including large or dangerous ones.
  • Driving a vehicle with a faulty brake or steering system.

Read on to find out what actions you need to take if you don’t find your car there.

Where to call if your car is towed

To find out where your vehicle is, you need to call the police at 02, the single emergency number 112 or the toll-free hotline 8 (495) 694-92-29. Since when evacuating a car, a traffic police officer is obliged to report this to the duty station, you need to contact the police for information about the vehicle.

If the car has been towed, the dispatcher will inform you of the address of the impound lot and the traffic police department where you need to contact to obtain a protocol.

Where and how to obtain permission to return a vehicle

Next, ask the traffic police for a copy of the report on the detention of the vehicle, as well as permission to return it. They can only be issued to the owner of the car or an authorized person authorized to drive it. It will be necessary to present the inspection officer with a driver’s license, vehicle passport, and compulsory motor liability insurance policy.

How to pick up a car from an impound lot

To pick up a car from a parking lot, you must prepare the following documents:

  • Protocol on the detention of a vehicle.
  • Driver license.
  • Permission to issue a car.
  • Vehicle insurance or compulsory motor liability insurance policy.
  • Power of attorney and identity card of the authorized representative.

Next, perform the steps described below in sequence:

  1. Pay for the transportation of the car and its maintenance at the impound lot.
  2. Inspect the vehicle for any recent damage. The car must also be sealed.
  • If everything is in order with the vehicle, you must sign a document confirming its acceptance and transfer.
  • If you discover new damage, do not sign the report. Call the police, whose employees should record the damage. This statement may then become the basis for filing a claim in court for damages.
  1. Get the car from the impound lot. It is better to do this as early as possible in order to pay less for storing the car.

How much does it cost to evacuate to an impound lot and store a car there?

In case of transporting a car to a specialized parking lot, the driver will have to pay:

  • Traffic police fine.
  • Tow truck services.
  • Storing the car in a specialized parking lot.

The amount of the traffic police fine will be determined by the resolution on the administrative offense. It must be paid within 40 calendar days after receiving it from the inspector. This period includes 10 days to appeal the decision and 30 days to pay the fine.

The cost of evacuation and maintenance of a car in a impound lot is determined independently by each region in accordance with the methodology for calculating payment terms and tariffs approved by FAS Order No. 1145.

Special cases

What should I do if my car is towed in front of me?

If the car is being prepared for transportation to an impound lot in your presence, be sure to familiarize yourself with the offense that was the reason for the towing. If possible, eliminate the basis for the detention of the vehicle. For example, if you violated parking rules and left your car, you must move it to an authorized location.

If the reason for the detention of the vehicle cannot be eliminated, then ask the traffic police inspector for a copy of the protocol and a return permit. These papers will be needed to pick up the car at the impound lot.

Take your documents from the car, which will also be required to return it from a specialized parking lot, and valuables.

If they started preparing the car for transportation without you, but you managed to return before the tow truck drove away, then in accordance with Article 27.13, paragraph 11 of the Code of Administrative Offenses of the Russian Federation, the employee must stop the detention of the vehicle and provide the opportunity to correct the violation independently.

If documents are left inside the car

If the documents were left in the car that was towed, the driver must first come to the impound lot. An act of opening the vehicle will be issued there.

After which the driver and the parking lot representative sign it. After the documents have been collected, the car is sealed.

The driver must then contact the inspectorate for a protocol and permission to return.

How to get money back after canceling a fine

If you are sure that you have not violated the rules and you have evidence (for example, photos and videos) and witnesses ready to confirm your innocence, you can file a complaint in court. If you win the case, the fine and the amount spent on transportation and storage of the car must be returned.

The complaint is submitted within 10 days from the date specified in the resolution. If the court makes a positive decision to cancel the punishment, the fine will be canceled. Next, in order to return the money previously spent on its payment, you must perform the following actions:

  • Passport of a citizen of the Russian Federation and its copy.
  • Resolution imposing a fine.
  • Receipt of payment.
  • Court decision to cancel the punishment.
  • Certificate of the driver’s bank account details, to which the refund will then be sent.
  1. Contact the traffic police department to whose account the money was transferred. You can find out which one by looking at the information on the receipt in the “Recipient” column.
  2. Write a statement in any form addressed to the head of the traffic police department. It is necessary to provide information about the driver’s last name, first name, patronymic, telephone number and registered and residential address.

The main text of the application must begin with a request for the return of a previously paid fine in connection with a court decision to cancel it. You need to write down the exact amount in numbers and words.

At the end, the bank account details to which the traffic police should transfer the money are indicated. The text of the application ends with information about the supporting documents attached to it.

Next, the signature and date of writing the appeal are affixed.

Within 30 calendar days from the date of filing the application with the traffic police, the money will be transferred to the driver’s account.

The car was towed - where to call and what the driver should do

The rivalry between the capital's authorities and motorists, which began more than 20 years ago, is gaining momentum every year. Depending on what new concept the Moscow government has developed, the stick method constantly alternates with the carrot method.

For a long time it was believed that it was inappropriate to make paid parking lots, but now they have decided to do the opposite. And take, for example, the same tow trucks that were outlawed and then suddenly returned to the city streets.

It seems that some kind of game is going on to please a certain circle of people... However, we will not delve into parliamentary matters, but rather consider what to do if the car was taken by a tow truck - an algorithm of actions in the case when your favorite four-wheeled “toy” is taken away by “bad people” guys" on a tow truck to the "sandbox", which is located in an unknown location.

The habit of our people to be baptized only after thunder has struck and to develop vigorous activity after pecking at a roast rooster keeps them completely unaware of where the impound lots for towed cars are. Assuming that the majority of those who decided to read this article will someday encounter such injustice, let’s begin immediately by listing the addresses of parking lots in Moscow—sort of “car monkeys.”

Try on the “Moscow Parking” website () enter the license plate number of your car into the “Search for a car in an impound lot” form and try to find out its location.

We live in Russia, which means that nothing is done here for nothing, and before you get your car back, you need to, as Comrade Sukhov said, “suffer a little.” Despite the fact that a car from a certain street must be delivered to a designated impound lot, it is not a fact that it will go there.

As usual, places are busy, and when you, guided by logic, arrive at the desired site, it may be quite common for a situation when a rather well-fed and smooth inspector reports that your property has not been received by him.

The car was picked up by a tow truck - who to call?

To save your time and not worry, write down these useful phone numbers:

  • +7 (495) 539-22-99
  • +7 (495) 964-85-81
  • +7 (495) 735-35-82

These are 24-hour numbers that will help you find out where your car is if it is towed in Moscow. It’s not a fact, of course, that you’ll be able to get through on the first try.

If you are a Muscovite and registered on the Mosuslugi portal, then you can find out through your virtual account where the car is located.

Just click on the link called “Find out the history of your car”, or immediately enter the “Autocode” website in the “Vehicle Evacuation” section () and, by filling out the “Vehicle License Number” field, you can find out information about the fact of the vehicle evacuation and where Your car was towed in Moscow.

Video - Igor Morzharetto about car evacuation in Moscow:

But it’s not for nothing that it was stated above that we live in a country where they like to turn everything simple into complex. Even if you find out that your car was not stolen, but taken away by a tow truck, this will not save you from a certain algorithm of actions, which we will discuss further.

Actions to take when towing a car to an impound lot

Try to report the disappearance of your “swallow” to the police as quickly as possible. Information about evacuated cars also comes to the city duty station, but, unfortunately, not immediately, but an hour and a half after the car arrives at the impound lot.

Leave your details just in case. It is not a fact that department employees will find time to call you back, but the world is not without good people, and it is not recommended to miss such a chance.

If calls to the numbers listed above did not bring any results, do not despair. You know that the preparation of any document in our country takes quite a long time.

In order not to lose it, try to carry out “initial investigative actions”, finding out from persons who could see the moment of evacuation (or theft) all the circumstances relevant to the case: signs of those who evacuated the car, who stood nearby, whether any information was filled out documents, loader number. Have you watched detective films? Well, something like that...

Taxi drivers, security guards, salespeople and cashiers of nearby stores are very good informants. In principle, our people are quite sincere and can give quite significant information for free. But there are often people who want to make money on someone else’s misfortune. So be prepared to demand a “reward.” However, it’s up to you whether to pay or not.

If it was possible to establish that there was no theft, but that the car was actually towed to an impound lot, you will have to go to the traffic police department, where you need to get a receipt for payment for the evacuation, a copy of the administrative violation report and permission to issue the car. You are guaranteed to receive all this after you pay the fine for illegal parking.

Please note that you need to act quickly and (within certain limits) quite assertively, since payment for the first 24 hours of stay in the impound lot is not made. And the police officers are in no particular hurry to complete the necessary papers. Just don't give in to your feelings! Remember that there is no need to anger the police again.

Don't forget to take the following documents with you:

  • passport;
  • driver's license;
  • technical passport of the vehicle;
  • OSAGO policy;
  • power of attorney (if any).

The next step is a trip to the impound lot where the car was towed, where in exchange for a package of received papers you will receive your car. This is in theory. But how things work in practice is a question. This is Russia, and nothing can be planned here!

Just in case, a little advice: try to record all conversations with parking lot employees using audio-video devices and, if possible, take one or two witnesses with you.

The fact is that there are often cases when they try to extort additional money from the owners of evacuated vehicles, or deliberately invent reasons for exceeding the daily period allotted for free storage of cars in a protected area.

Video - Kirill Formanchuk tells how to pick up a car from an impound lot without a power of attorney:

Another small nuance: all doors, hood and trunk of the car must be sealed using special stickers. Record the slightest damage to the body, chassis, glass, and lighting equipment.

If these shortcomings do not appear in the protocol that must be drawn up before the immediate evacuation of your car, you have a real chance of blaming the evacuation and storage services for the fact that all this was caused during the loading and stay of your property in the place of forced parking.

Start photographing the car from all sides, recording the slightest inaccuracies and damage. If you decide to film with commentary, this would also be a good option. Just remember to first provide the date, time, address and, if possible, details of those present. Do not ignore this ceremony, as it can be very important later on.

Keep yourself in control and do not try, once behind the wheel, to immediately press the accelerator pedal and disappear from the impound lot. This is where you will need witnesses.

Together with them and someone from the parking lot administration, not forgetting to record your every action, inspect, and then remove the sealing stickers and inspect the engine compartment, trunk, and interior of the car.

Don't be lazy to record every little thing! There are often cases when components and assemblies are replaced. Ideally, of course, it would be nice to also check license plates such as a car radio or navigator with the documentation, but think for yourself.

Record the slightest disagreement in the act, confirming all this with photos or video materials. Be vigilant and try to speak in an even, calm voice, no matter how you want to flare up and yell. Each “explosion” will not work in your favor.

After all the documentation, including the vehicle opening certificate, is properly prepared and handed over to you, do not forget to make copies of them, and then take them to the duty station of the State Traffic Safety Inspectorate or MADI (Moscow Administrative Road Inspectorate).

By the way! Here are the addresses of the departments where you can issue fines and submit documents after the “release” of the car from arrest:

  • GSPTS central office – Novobatyuninskaya str., 14;
  • traffic police department – Povarskaya st., 8;
  • traffic police department - Durova St., 18;

If your car ends up in the MADI impound lot at the following addresses:

  • B. Palashevsky lane, 15;
  • st. Shenogina, ow. 3;
  • Enthusiastov Ave., ow. 3;
  • Dubovaya Roshcha street (Ostankino platform),

Then you are very “lucky”: permission to pick up a car from these sites can be issued around the clock and right on the spot.

If your car is being towed before your eyes

In addition to parking under prohibitory signs, your car can also be towed if it simply interferes with the passage of other vehicles. We managed to remove it at the first request of the traffic police officers or when we independently discovered the problem - everything is in order. There will be no consequences.

If the problem is that the car is parked in the wrong place, a traffic police officer will definitely work before the evacuation. If you arrive at the car at the moment when the report is being drawn up, and the inspector did not have time to put his final signature, you will get off with a fine on the spot, and evacuation of the car to the impound lot will not be applied.

Video - in Moscow they began to evacuate cars without license plates:

If you managed to arrive later, the signatures of the policeman and the tow truck workers are already on the protocol, formally the car is considered loaded.

There are two ways out: negotiate on the spot (just don’t try to offer a bribe, otherwise you yourself may be “evacuated”) with the organization that evacuates the car (phone numbers at the beginning of the article), or, pushing through the obstacles with your elbows, jump into the car.

The fact is that transporting a car with a person inside is prohibited. For this reason, if you have any friends or relatives traveling with you, teach them not to leave the cabin in your absence, no matter what the police officer or those accompanying him say.

When leaving the city for a long time, anticipate possible troubles by entrusting the monitoring of your vehicle to someone you know. If, for example, you had to go on a business trip or a trip abroad for a long time, and the car is parked near your house, issue a power of attorney for a relative or friend so that he can watch the car.

The document must be notarized so that the person carrying out the supervision has the right to remove the car from the impound lot if the concept suddenly changes again and the city authorities have reasons to prohibit parking of vehicles at residential buildings.

And the last thing: try not to break the rules and park your car in such a way that there is no reason to evacuate it to the impound lot, huh?
