Is a technical inspection required for insurance?

Technical inspection - questions and answers

– On January 1, 2012, Law No. 170-FZ “On the technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation” came into force. In accordance with this law, the procedure for undergoing maintenance has been changed. The responsibility for undergoing maintenance is assigned to the drivers of the vehicle.

Technical inspection is carried out by technical inspection operators at an instrumental control point who have received accreditation in the manner prescribed by law.

If previously control over the process of passing a technical inspection was entrusted to the traffic police, then since the entry into force of the law, checking the availability of technical inspection has been transferred to the control of insurance companies. Accreditation of inspection points is carried out by RSA (Russian Union of Auto Insurers). The list of accredited stations can be found in our catalog of inspection points.

– Do traffic police officers now check the presence of a diagnostic card?

- No, they don’t check. Of course, the inspector may require the driver to present a diagnostic card, but whether to show it or not is a personal matter for the driver.

If the inspector insists and threatens to be held accountable, you can invite him to draw up a protocol on an administrative offense, noting that this protocol will be immediately appealed by you as illegal, since the provision on holding the driver accountable for the lack of technical inspection.

- Then why should I undergo a technical inspection? I can make a policy without a diagnostic card; some insurance companies do this. What does this mean for me in the future?

– From July 1, 2014, when entering a compulsory motor liability insurance policy into the system, the insurance company will contact EAISTO to check the availability of a valid diagnostic card.

Sometimes insurance agents, in order not to lose clients, issue a compulsory motor liability insurance policy in violation of current legislation without the client having a valid contract of insurance. This can have extremely negative consequences for the policyholder.

Theoretically, the insurance company can at any time recognize this MTPL policy as invalid, since it was issued in violation of federal law.

The DC number is indicated in the application for insurance, and when applying for a policy, the policyholder signs that all the information provided by him is correct. But in order to submit the policy to the insurance company, the agent comes up with a diagnostic card number and enters this non-existent number into the application in which the policyholder puts his signature.

To date, we are not aware of any cases of MTPL policies being declared invalid due to lack of technical inspection, but it cannot be ruled out that this practice can be used by insurance companies to refuse payments.

– Is a technical inspection required for a new car?

- No, not needed. Cars under 3 years old are exempt from undergoing maintenance. It should be borne in mind that a car produced in 2014 is considered one year old. That is, in 2014, MOT is not required for vehicles manufactured in 2014, 2013 and 2012.

– My car is a 2011 model, but was purchased at a car dealership in 2012

– For the purposes of technical inspection, only the year of manufacture according to the PTS (vehicle passport) is used. Even if the car was released in 2010, but was purchased by the first owner in 2013, it is considered 5 years old and requires a technical inspection.

– For how long is a diagnostic card issued?

-The frequency of maintenance for passenger cars, motor vehicles and trailers is as follows:

  • No older than 3 years – exempt from undergoing maintenance.
  • From three to seven years - once every two years.
  • From seven years and older - annually.
  • Trucks (from 3.5 tons) and trailers for them are required to undergo maintenance annually.
  • Taxis, buses - once every six months.

– Am I required to undergo a technical inspection at the place of registration of the vehicle?

– To conduct a technical inspection, the applicant applies to any instrumental inspection point and to any operator, regardless of the place of registration of the vehicle.

– What documents must be provided to undergo maintenance?

To undergo maintenance, the following documents are required: an identity card, a power of attorney (for the representative of the car owner) and a vehicle registration certificate (vehicle passport). It is also necessary to pay for the service provided under the agreement for the provision of instrumental control before the start of its passage.

– How much does a technical inspection cost?

– The cost of a technical inspection is determined by the technical inspection operator and cannot exceed the level established by the highest executive body of state power of the subject.

In Moscow, for example, the amount of payment for a technical inspection of a passenger car will be 720 rubles.

You can find out more about how much it costs to get a diagnostic card in Moscow and the Moscow region from our maintenance cost table.

– What will I receive after passing the MOT?

– Upon completion of the technical diagnosis of the vehicle, the operator draws up a diagnostic card and hands it to the applicant. The diagnostic card contains a conclusion about the possibility or impossibility of further operation of the vehicle.

– I have a valid old-style technical inspection coupon in my hands (blue laminated). Will they issue me an MTPL policy?

- Yes. Until August 2015, in order to purchase an MTPL policy, it is possible to present a vehicle inspection certificate issued before July 30, 2012.

– I’m buying a car, the old owner has a valid diagnostic card. Do I need to take the inspection again or change my existing card?

– No, the diagnostic card will be valid until the expiration date indicated on it, so you won’t have to change anything.

– How can I verify the legality of the issued diagnostic card?

– Each diagnostic card must be assigned a twenty-one-digit number, which begins with numbers corresponding to the current year and the serial number of the month in which the technical inspection was completed (for example, 201406261301061462331), which is then registered in the Unified Technical Inspection Information System (UAISTO). Only with this number the card will be valid and legal! If there is no such number on the card, the technical inspection point has not passed the necessary accreditation and such a diagnostic card has no legal force.

Is a technical inspection required to obtain an MTPL policy? – Database of answers to any questions

A vehicle diagnostic card, issued after a technical inspection, is evidence that the vehicle is suitable for driving on the roads.

The obligation to issue an MTPL policy under this document is prescribed in the Federal Law of the Russian Federation. Failure to comply with the law may result in fines or loss of compensation in the event of an accident.

However, in recent years, insurance and MOT rules have undergone so many changes that some drivers do not have time to keep up with all the innovations and still do not understand whether a technical inspection is needed to obtain a “motor license”. Let's try to understand this issue.

Is a compulsory motor liability insurance policy valid without a technical inspection?

There are many agencies on the insurance market that offer to issue MTPL without a diagnostic card. The car owner receives an absolutely official document, but if an insured event occurs, the victim’s insurer will consider it invalid and refuse compensation.

That is, the loyalty of the insurer can result in large financial losses and loss of funds for the driver during further registration of compulsory motor liability insurance.

Since 2012, the State Duma has allowed the issuance of a “motor citizen” without a technical inspection, but only for a short period necessary to deliver the vehicle to the diagnostic control point.

The owner of the car can obtain a temporary MTPL policy, which is valid for 15 days.

This time is enough to transport the vehicle to another region, drive to a service station, or draw up purchase and sale documents if the motorist buys (sells) a car.

Is a technical inspection necessary if you already have insurance?

According to current legislation, control over the availability of technical inspection is carried out by the agency drawing up the MTPL agreement. If you already have a policy in hand, theoretically there is no need to undergo a technical inspection, since traffic police officers cannot require the driver to present a diagnostic card.

Liability arises in the event of a traffic accident that occurs due to car malfunctions, however, it is unprofitable for insurers who issued a policy without maintenance to identify violations unless they were noticed by regulatory authorities.

If such situations arise, the insurance agency will require you to provide a card, and if it is not available, it may terminate the insurance contract.

A similar situation arises when the diagnostic card has expired. As a rule, compulsory motor liability insurance is issued for 1 year.

If the vehicle was used longer than this time, and the card is no longer valid, insurers may present recourse claims to the driver.

In accordance with Article 14 of the Federal Law of the Russian Federation, the insurance agency has the right to demand compensation from the culprit of the accident if at the time of the accident his diagnostic card has expired.

The recourse applies only to passenger and cargo transport, which must undergo technical inspection every 12 months.

In what cases is a technical inspection not required to obtain a policy?

In addition to obtaining a temporary policy, there are a number of legalized cases when you do not need to undergo a technical inspection to obtain compulsory motor liability insurance. First of all, this applies to new cars, which are issued an insurance policy without diagnostics within 3 years from the date of manufacture.

If you, for example, buy a vehicle from a previous year of manufacture, you will receive a car that is in its second year of operation. That is, the first technical check will need to be completed in 2 years, and before that the insurance company must issue a policy without providing a diagnostic card.

It should be taken into account that such rules do not apply in all countries, so when driving your car abroad, you should check whether the given state requires a diagnostic card for a new car.

Another situation when you do not need to undergo a technical inspection relates to a change of owner during the validity period of the diagnostic card.

If you bought a car for which the previous technical inspection has not yet expired, a new technical inspection will not be required.

You should wait for the inspection date indicated on the card, and only then go to the service station and enter into a new MTPL agreement. The need for technical inspection does not apply to trailers owned by individuals.

According to the new laws, these vehicles are not subject to inspection at all if their weight does not exceed 3.5 tons.

Is a technical inspection required for an MTPL policy in 2018?

In 2018, the rules for passing a technical inspection and obtaining a card changed greatly, confusing many drivers. Citizens ask: is a technical inspection required for MTPL insurance in 2018 and how to pass it correctly? The government expects that the number of calls for maintenance services will increase, so preparation for the new rules is mandatory.

What it is

A technical inspection is required to confirm the safety of the machine. During the procedure, specialists check for faults that can be repaired and negative consequences avoided.

Inspection is required by insurance companies when registering a car and several other procedures. The law establishes types of transport that are not subject to maintenance, but they are not usually used on the roads.

Is it needed for compulsory motor liability insurance in 2018?

The main condition for technical inspection is a procedure that was reformed in 2012 and supplemented in 2014, but then revised several times, so by 2018 these laws are quite confusing.

Citizens who want to make it easier to pass a technical inspection should know what has changed in the last 6 days in this area. For compulsory motor liability insurance, a technical inspection is required for almost all cars.

It received the following updates:

  • The inspection card is no longer valid; in 2018, the diagnostic card is valid. Some citizens still use coupons that were issued before 2012. On August 1, 2018, everyone is obliged to replace them, the paper will no longer be valid;
  • all owners have the right to the services of an expert, equipment and tools for a comprehensive vehicle inspection. The vehicle is inspected by specialists who are accredited by the RCA;
  • Thanks to the cooperation of technical inspection operators with RSA, data is added to the unified EAISTO database instantly. Operators have the right to issue MTPL policies in paper form;
  • car owners have the right to choose a salon and inspection operator to check their vehicle;
  • operators who participate in the inspection of the machine are required to provide the citizen with final information. If the inspection fails, the driver receives instructions on how to fix the problems and a time for a re-inspection.

Insurance companies have the right to require a diagnostic card when purchasing a compulsory motor liability insurance policy. If a citizen purchases a car on credit, he is required to undergo an inspection. The driver does not have to carry the card with him; all data is available to traffic police inspectors and insurers in the EAISTO database online.

New coupons are no longer issued, but they are still purchased by citizens who do not follow changes in legislation. There are also companies that offer maintenance coupons to citizens. It is not recommended to buy them, as they will soon lose their relevance.

Information is entered into the EAISTO within 24 hours from the date of issuance of the diagnostic card. In addition to the technical inspection, insurance companies require the presentation of a diagnostic card to make sure that the maintenance is not overdue.

It is prohibited to issue compulsory motor vehicle liability insurance without maintenance; this will result in a fine. If there is no data in EAISTO, a fine will be imposed on the salon.

For a new car

The main way to buy new cars in Russia is through car dealerships and dealer networks, which provide citizens with guarantees. It is logical to think that sellers will not sell faulty cars. But the issue of technical inspection arises, since it is required to obtain an OSAGO or CASCO policy.

Difficulties arise in terminology. You can understand the novelty of a car in different ways. To understand whether a new car requires inspection, you need to know which car is considered new by law.

Federal Law No. 170 controls the timing of the first technical inspection for a new car. The law establishes that checking for defects is required only before issuing the next policy after 3 years from the date of issue (in accordance with the documents).

The law applies to the following vehicles:

  • passenger cars;
  • motor transport;
  • trailers and semi-trailers that belong to individuals;
  • trucks of individuals and legal entities weighing up to 3.5 thousand kilograms.

The frequency of maintenance depends on the year of manufacture of the car, the area of operation of the car and several other factors.

How often should you go

In 2018, the timing of the technical inspection has changed slightly;

  • vehicles under 3 years old do not undergo MOT unless the driver has special suspicions;
  • if the transport is from 3 to 7 years old, then every 2 years;
  • other cars are required to undergo inspection every year.

What is a diagnostic card

In 2018, after passing the technical inspection, citizens receive a diagnostic card. It looks like ordinary A4 paper, signed on both sides and certified by the operator’s seal and the signature of the salon employee.

The diagnostic card contains complete information about the technical inspection. If there are no problems with the car, the citizen will be able to use the document to purchase compulsory motor liability insurance from the insurer.

If not, then the citizen is obliged to fix the problem and come back for maintenance. Re-inspection is paid in full.

If a citizen is not sure of the authenticity of the diagnostic card, after 24 hours it can be checked in the unified EAISTO database. They also talk about it in the maintenance salon.

The citizen must remember that the insurance company always checks the diagnostic certificate against the unified database of the union of auto insurers. It is useless to try to forge a form or buy it from scammers; the fraud will be discovered and insurance will be denied.

Drivers with extensive experience remember the time when a special coupon contained all the inspection results. They are no longer issued in 2018. If a company sells coupons, it is unscrupulous.

Passage order

In 2018, innovations have many positive aspects associated with undergoing maintenance. There is no longer any need to go to the showroom in the city where the car was registered. A Russian driver can undergo MOT in any city in the country.

To prove that a citizen has actually passed the test, it is enough to present a record on a digital medium. Each salon must have recording methods; they present them at the request of the authorities.

The following information must be noted on the video recording:

  • the date of the;
  • location (the salon must have the appropriate certificate, all employees have a certificate of completion of training);
  • car license plate;
  • car inspection process.

The law began to require video recording only in 2018, which caused a lot of controversy among companies. However, if the driver has problems, he can always prove he is right in court or the insurance company.

There are still questions about the technical part of the survey, since recording and storing massive information requires special storage facilities, the creation of which costs money. In 2018, all the nuances of the new law have not yet been determined.

To pass a technical inspection, citizens are required to fulfill several requirements:

 First aid kit for maintenance.  First aid kits have an expiration date, so before arranging for an inspection, the driver must check all components of the first aid kit individually
 Fire extinguisher  It is valid for about 5 years depending on the model; the expiration date can be found on the case. If the fire extinguisher is out of date, it must be replaced before maintenance.

If a citizen has purchased a new car, it is recommended to purchase a universal kit that contains a first aid kit, fire extinguisher, warning triangle and other necessary items.

One of the most common reasons why a car fails inspection is a crack in the glass. In this case, it will not be possible to pass the MOT only if the crack is on half of the driver’s glass and falls into the cleaning zone. If the crack is located in a different location, you will be able to pass the inspection without it.

Tariffs for passing technical inspection do not depend on the year of manufacture or make of the vehicle:

  • Passenger cars undergo technical inspection for 800 rubles or less, depending on the city;
  • for motor vehicles they pay up to 240 rubles;
  • The price of trailers depends on weight. If it is up to 750 kilograms, then maintenance costs up to 600 rubles. If the trailer weighs from 3.5 tons to 10 tons, then the price will be 1060 rubles.

Fine for absence

One of the main innovations of 2018 is the ability of traffic police inspectors to check technical inspection on the road and during an accident, which was previously illegal.

Now citizens who do not want to undergo maintenance must pay a fine of 500 rubles. The maximum fine is 800 rubles, and the citizen also receives a warning and an order to undergo maintenance.

In 2018, software is being actively developed that will give insurers the opportunity to control the availability of a diagnostic card in a few minutes right on the road. Fake MOT is almost impossible, the process itself has become as convenient as possible.

Details about the technical inspection of a car for compulsory motor liability insurance in 2017

The process of obtaining a compulsory civil liability insurance policy (MTPL) and motor vehicle insurance itself have undergone numerous changes over the past years. Many car owners simply cannot keep up with the latest trends and changes, which begs the reasonable question of whether a technical inspection is needed for compulsory motor liability insurance.

The main characteristics of the vehicle, its technical condition and data on the installed special auxiliary equipment are recorded in a special card, which is called a diagnostic card.

When operating on the roads, any vehicle must comply with all accepted safety conditions.

Technical inspection of the car must be carried out in accordance with the rules and time intervals reflected in the adopted legal acts.

More than four years ago, the issuance of maintenance coupons was suspended. They were replaced by unique certificates - diagnostic cards, which record the necessary information about the car, including its operational properties, technical condition, along with the validity period of this document.

Amendments and adjustments that have occurred in the field of transport insurance have given impetus to the transformation of the rules for conducting inspections of the technical condition of a vehicle.

Before the changes, the issuance of maintenance coupons followed the acquisition of an MTPL certificate and the corresponding technical inspection, but now insurance is issued only after receiving a valid card.

In fact, this card is intended only to carry out the procedure for insuring your car.

Technical control for new cars

According to the legislation of the Russian Federation, new cars may not undergo inspection for the first 3 years. This rule applies to both passenger vehicles, trucks and trailers with a total weight not exceeding the threshold of 3500 kg, as well as to motor vehicles.

If you purchase a car from a previous year of production, it is already assigned the status of supported, even if it has hardly been used. Such vehicles undergo technical control after 2 years, not after 3.

When traveling abroad, any vehicle, regardless of its production date, may require a card, since according to international mandatory standards, only the results of a technical inspection confirm the serviceability of the vehicle. However, some states may not verify the existence of such a document.

Extension of inspection exemption periods for new cars

Based on the type of new vehicle, it is prescribed a certain period of exemption from inspection. Motor transport is divided into the following categories:

  • Special equipment, training cars and trucks weighing more than 3500 kg must undergo this inspection after a year of operation, counting from the date of purchase.
  • Passenger cars and motorized vehicles, with the exception of ATVs and special equipment of category B, are sent for maintenance after three years of operation from the date of purchase.
  • Trucks transporting dangerous special cargo, buses and taxi vehicles undergo maintenance every 6 months.

It is generally mandatory to undergo an initial technical inspection on the eve of purchasing a new OSAGO certificate after a three-year period from the date of production of the car.

Documentation for technical inspection

To conduct an inspection of any vehicle, the following documents are required:

  • if the owner of the car is absent from the procedure, a power of attorney;
  • identification document - passport (driver's license is also suitable);
  • PTS or registration document.

There is no need to ensure the availability of any other documentation during the technical inspection.

What is needed to pass MOT

For such an inspection to be successful, the vehicle must be in good working order and suitable for movement. It is recommended to pay attention to other existing mandatory requirements, without which it will not be possible to pass the inspection:

  • First aid kit. Medical kits for cars have a set expiration date, so before maintenance you must check it and, if necessary, purchase a new first aid kit.
  • Fire extinguisher. It also has a specified service life of approximately 5 years. An expired fire extinguisher must be replaced.

When purchasing a new car, you can immediately buy a driver’s kit, which includes a first aid kit, an emergency sign, a fire extinguisher, and other elements that are no less useful.

A very common situation when car owners are refused a technical inspection is a severe chip or crack on the front window of the car, and this defect should be located in the driver’s area near the windshield wiper. And if the defect is not located in this part of the windshield, then there should be no problems during the inspection.

Maintenance cost in 2017

Category B vehicles fall under payment group M1. The maximum possible cost of a technical inspection for compulsory motor liability insurance in 2017 for such vehicles is 800 rubles. It is worth noting that the rate cannot be raised above this amount, regardless of the subject of the Russian Federation. The average rate for undergoing maintenance is approximately 720 rubles.

For motorcycles, it will be cheaper to undergo maintenance. A diagnostic card costs no more than 240 rubles. The price for technical inspection of trailers (semi-trailers) depends on its weight and category, and ranges from 600 to 1050 rubles, and exactly:

  • weighing up to 750 kg – 600 rubles;
  • total weight from 750 kg to 3500 kg – 600 rubles;
  • weighing from 3500 kg to 10000 kg – 1050 rubles;
  • from 10,000 kg – 1,050 rubles.

Price of a technical inspection card for vehicles transporting people – category M:

  • car up to 5000 kg – 1290 rubles;
  • car from 5000 kg – 1560 rubles.

The cost of a vehicle inspection card of category N (trucks):

  • car up to 3500 kg – 770 rubles;
  • car from 3500 kg to 12000 kg – 1570 rubles;
  • car from 12,000 kg – 1,630 rubles.

The average prices of inspection cards for all subjects of the Russian Federation are given. Please note that the price for a technical inspection for MTPL 2017 for pensioners is calculated on a general basis.

Penalties for lack of technical inspection

In the absence of a technical inspection card, now only drivers of trucks and cars, buses, vehicles carrying dangerous goods or passengers are subject to fines. Drivers of other categories of vehicles do not need to carry a diagnostic card on a regular basis, since penalties do not apply to them.

But do not forget that, according to legislative acts over the past two years, it is not possible to buy a compulsory motor liability insurance policy without a diagnostic card, and the absence of a policy will result in a serious fine.

OSAGO without technical inspection, action and legality of driving without it

It is possible to obtain OSAGO without a technical inspection only in a few cases. Officially, this is done if the car is no more than 3 years old from the date of manufacture and the vehicle is not used as a taxi.

In this case, the insurance company will not require a diagnostic card and the driver will be provided with an insurance policy. In other situations, a technical inspection is required.

Although sometimes it is possible to do without it.

Many drivers do not know whether compulsory motor liability insurance is valid if there is no maintenance. From a legal point of view, it is impossible to issue insurance without a diagnostic card. But some insurance companies get around this restriction.

They give their clients a completed card, which only lacks the signature of an accredited operator. After this, the driver is informed where he must go to undergo a technical inspection.

If the car owner forgot about this, the insurance company could refuse to pay in case of an accident. Although here it was possible to take advantage of a gap in the legislation. Payments based on an accident cannot be denied if a diagnostic card is missing.

MTPL policy without maintenance in 2017

In 2017, at least for now, there have not been any radical changes in legislation. Car owners can still buy compulsory motor liability insurance without a technical inspection.

Insurance companies issue policies to drivers without fear, since no penalties are applied to them.

The widespread use of this practice is due to the fact that the company receives money for each concluded contract.

Automotive lawyers note that insurance without technical inspection can become a source of additional problems if you get into an accident. To receive payments, you will need to enlist the help of a lawyer and go to court.

In most cases, lengthy proceedings lead to the fact that the insurance company is obliged to cover the damage incurred by the car.

But it is still not uncommon for the court to side with the insurer.

It should be noted that if an accident occurs and you do not have maintenance, a refusal to pay may result due to:

  • impossibility of proving the technical serviceability of the vehicle. This is because you will not have a diagnostic card;
  • violations of the law at the stage of concluding a contract. According to the law, insurance is possible only if you have a diagnostic card. If you did not have it at the time of concluding the contract, then this is a reason to challenge its legality in court.

As a result, if not the most outstanding auto lawyer is on your side, the court may question whether the MTPL policy is valid without MOT. Often such a transaction is declared invalid, the contract is terminated and the insurance company no longer owes the driver anything.

When can you get compulsory motor insurance without maintenance?

However, it is possible to obtain insurance officially without a diagnostic card

This rule only applies in 3 cases:

  • vehicles, for any reason, are exempt from technical inspection;
  • the car was manufactured less than 3 years ago, belongs to a private person and is not used as a taxi;
  • A trailer up to 3 tons that belongs to a private person is insured.

Some drivers are interested in whether compulsory motor liability insurance applies if there is no maintenance after the conclusion of the contract. For example, a diagnostic card expires 3 months after receiving the policy.

In this case, the insurance remains valid. But, as in the case of concluding a contract without a diagnostic card, problems may arise at the stage of receiving payments after an accident.

In some situations, you can officially obtain insurance without maintenance. Exceptions apply to new vehicles being transported to the place of registration or inspection. That is, the owner of a car can receive a policy without having a completed diagnostic card in hand, but must undergo maintenance in order to receive payments in the event of an accident.

What to do when you can’t get compulsory motor liability insurance without maintenance

Some drivers are faced with the situation that without maintenance there is no compulsory motor liability insurance, but they don’t know what to do. But modern companies are ready to offer several completely legal methods that speed up the inspection.

Among these methods are:

  • formal inspection. Some services offer “expedited” inspections, which only perform formal procedures. As a result, you manage to pass the MTPL inspection in literally 10 minutes. All data ends up in the AIS database, and the driver is given a diagnostic card;
  • formal maintenance according to documents. Some companies don't even need to see the car. They are ready to issue a diagnostic card based on vehicle registration documents. The disadvantages of this service include its high cost. Compared to regular maintenance, you may have to pay 2 times more.

These two methods can be used when you can’t do OSAGO without maintenance and you need the most legal and fastest method of obtaining a diagnostic card.

Why is the diagnostic chart important?

Even if the insurance company issued you a policy without maintenance, you should not delay visiting an accredited service center. The documents will be valid and no claims will arise against them during scheduled inspections. But if an emergency occurs and the car is damaged in an accident, then without a diagnostic card the chances of receiving payments are rapidly decreasing.

Technical inspection for compulsory motor liability insurance - is it necessary, where to go, validity period, new rules, price

The procedure associated with undergoing a technical inspection of a car causes mixed reactions from car owners. Some consider it to be an attempt to extort money from car owners, while others admit that the procedure is needed primarily by drivers.

Impeccable knowledge of traffic rules and considerable driving experience do not always help on the road if the brake system suddenly fails.

To ensure safe traffic on roads, vehicles registered in the country must undergo testing at the time appointed by the traffic police.

When carrying out a state technical inspection, the following is examined:

  • technical condition of vehicles, their compliance with the requirements of rules, standards, technical norms that help to protect road traffic;
  • availability of drivers' permission to drive vehicles.

For technical inspection it is necessary to provide vehicles that are in technically sound condition. It must contain a first aid kit with medications, an emergency stop sign in accordance with GOST 2001, or a red flashing light, and a fire extinguisher with a volume equal to two liters.

If faults are discovered during the instrumental check, a repeat inspection is carried out, during which only faulty components and assemblies are checked. It is produced over a period of 10 days.

During this process the following must be checked:

  • degree of depreciation of parts of vehicle controls, brake drive, device that produces braking;
  • the condition of the engine, steering, windshield wipers and washers, their ability to perform functions corresponding to the operational documentation;
  • external accessories such as lights, mirrors.

Is it needed for the policy?

Insurance companies require that vehicles be subjected to a technical inspection when purchasing a compulsory motor liability insurance policy according to new rules from the beginning of 2012.

According to the rules, a diagnostic card is issued to the owner as a result of the inspection. It confirms that the vehicle is in good condition. It cannot be issued retroactively, so it is necessary to subject the vehicle to a technical inspection in a timely manner.

If the owner of a vehicle becomes the culprit of a traffic accident, the insurance company has the right not to pay payments to third parties who were injured in it when the diagnostic card expires.

Where to get a technical inspection for OSAGO

According to the innovations, starting from January 2014, in order to carry out a technical inspection, the owner must contact any accredited operator.

To check whether an operator is accredited, you need to go to the RSA website, where a list of points that carry out technical inspection is posted. The owner is given the right to choose a suitable place for him.

Validity

The year of manufacture of the vehicle directly affects the validity period of the diagnostic card.

Below are the time periods during which vehicles are subject to mandatory inspection depending on the date of issue:

  • Passenger cars with a year of manufacture from 3 to 7 years must undergo technical inspection once every two years, for more than 7 years annually, up to three years - they do not pass. A car used as a taxi must be checked twice a year, regardless of the year of manufacture;
  • a vehicle with a maximum permissible weight not exceeding 3.5 tons is tested in the same manner as passenger cars;
  • Freight transport, trailers and semi-trailers with a maximum permissible weight of more than 3.5 tons are subject to technical inspection annually. Freight vehicles equipped for the transport of people with more than 8 seats, with the exception of the driver's seat, must undergo technical inspection once every six months. Trucks carrying dangerous goods are checked according to the same procedure;
  • motorcycles, scooters, tricycles and ATVs with a year of manufacture not exceeding three years are not subject to inspection. If their year of manufacture is 3-7 years, then they are checked once every two years. The listed vehicles, manufactured more than 7 years ago, are inspected every year;
  • tractors, self-propelled and other types of vehicles equipped with trailers with an internal combustion engine with a volume of 50 cm3 are subject to inspection every year;
  • special purpose vehicles equipped with a van, tanks, container, trailer or semi-trailer for transporting flat trusses, covering slabs and floors, as well as transport with a replaceable body, equipped for transporting concrete mixtures, cement mortars with a permissible maximum weight of up to 3.5 tons up to three have not been inspected for years;
  • specialized vehicles that have a permissible maximum weight exceeding 3.5 tons are tested every year, and vehicles for transporting dangerous goods are inspected once every six months; educational vehicles are inspected every year.

What the law says

Each vehicle is subject to an annual technical inspection
in accordance with the Regulations on the mandatory state technical inspection of motor vehicles and their trailers, approved by the Ministry of Internal Affairs of the Russian Federation.

If the vehicle is no more than five years old, it must be submitted for technical inspection once every two years. Buses, taxis, trucks intended for transporting people, special vehicles and their trailers intended for transporting dangerous goods - twice a year.

New rules

The rules newly introduced into the current regulations make the inspection procedure easier for vehicle owners.

In particular they consist of:

  • the state fee has been abolished, which was collected for the initial and subsequent purchase of a diagnostic card form;
  • a fine is imposed for driving a vehicle without carrying out a technical inspection if it carries more than eight passengers. The fine ranges from 500 to 800 rubles ;
  • registration of an insurance policy must be carried out by entering information about insurance into the unified OSAGO Federation database;
  • It is obligatory to undergo a technical inspection for compulsory motor liability insurance;
  • According to current regulations, failure to provide information to the federal system results in a fine.

Price

Since the beginning of 2012, a document issued by the Federal Tariff Setting Service has been in force. It notes that the average price of payment for a technical inspection should not exceed 958.5 rubles , excluding VAT.

However, this year its actual price for cars belonging to category “B” was about 700 rubles . In addition, there is no payment of a state fee equal to three hundred rubles.

Each region has an individual price, set taking into account the salary assigned to the maintenance operator. But the highest tariff value is determined by the executive body of the Federation.

The table shows the estimated price for technical inspection:

 Category  Name of vehicle  Price, rubles
 M1  passenger cars that have no more than 8 seats, not including the driver's seat, for transporting passengers  720
 M2  buses used to carry passengers with more than eight seats, not including the driver's seat, and having a technically permissible maximum weight of no more than 5 tons  1290
 M3  buses designed to carry passengers with a number of seats exceeding eight seats, not including the driver's seat, and which have a permissible maximum weight of more than 5 tons  1560
 N1  trucks whose purpose is to transport goods with a permissible maximum weight that is greater than 3.5 tons  770
 N2  trucks whose purpose is to transport goods with a maximum permitted weight of 3.5-12 tons  1510
 N3  trucks intended for the transportation of goods, with a permissible maximum weight exceeding 12 tons  1630
 O1  trailers, semi-trailers, whose permissible maximum weight is no more than 0.75 tons  600
 O2  trailers, semi-trailers with a maximum permissible weight of 0.75-3.5 tons  600
 O3  trailers, semi-trailers that have a permissible maximum weight from 3.5 tons to 10  1050
 O4  trailers, semi-trailers with a permissible maximum weight that is more than 10 tons  1050
 L  motor vehicles  240

And in conclusion, it should be noted that a technical inspection for a car is a necessary measure, since without it it is impossible to conclude a compulsory motor liability insurance agreement that protects drivers from unforeseen incidents that arise on the road.

The inspection allows you to receive some benefits if the owner turns out to be the culprit of the emergency while receiving compensation for the damage caused, both to the owner and to third parties.
