How to replace a driver's license through the MFC in 2018

Currently, traffic police departments process requests from almost 3 million applicants annually. Perhaps the most popular government service is the issuance of driver’s licenses.

In 2015, civil servants reviewed requests on this issue from more than 2.8 million Russians. The Ministry of Economy has taken some steps to simplify the paperwork process for car owners and reduce the burden on inspection staff.

Does the list of innovations include the receipt and exchange of certificates and will it be possible to obtain a driver’s license through the MFC?

What is MFC

Almost all activities related to paperwork cause complaints from our compatriots. Most Russians are dissatisfied with red tape, overly extensive lists of certificates, huge queues at institutions and long waiting times.

One of the tools for serving citizens is the “one window” mode in MFCs - multifunctional centers for the provision of state and municipal services.

The pilot project was released in 2007 and initially covered only 16 of the 85 constituent entities of the Russian Federation. Since then, the MFC network has developed rapidly until the number of types of services provided has reached 150, and the number of centers has not exceeded 2,600. Thus, in 2016, 94% of the country’s population could use MFC services. In the “one window” mode, 22 types of services are provided.

The presence of an extensive network of centers synchronizes the work of several departments. Thanks to this, it is possible to reduce the material costs of applicants and the time it takes to provide services, and reduce the likelihood of queues.

Instead of contacting an employee of each department, a citizen submits documents to the MFC through one front office employee.

This is very convenient, because the applicant does not have to waste time obtaining various certificates, and the likelihood of corruption is reduced.

Is it possible to obtain rights through the MFC?

Consumers of services who already drive a vehicle, as well as those who are just planning to get behind the wheel, are interested in finding out whether it is possible to obtain a driver’s license at the MFC. The innovation is based on Russian government decree No. 755 of August 3, 2016 http://government.ru/docs/24092/. An activation code for your personal account can be ordered using SNILS (it is sent by mail or issued free of charge at Rostelecom offices) or an electronic signature (a paid service is provided by service centers of the same Rostelecom). After activating the personal account, the user gains access to all services of the portal, including the ability to pre-register for an appointment or issue of documents by employees of the local MFC.

A driver's license is replaced in a similar manner due to the expiration of the term at the MFC. The only difference is that the motorist will have to undergo a specialized medical examination and wait until the document expires.

Required documents

The list of documents that may be required directly depends on the reasons that led to the exchange of the ID.

When replacing an ID due to a change of surname after marriage, it is advisable to provide a marriage certificate. Receipt and replacement times

The general rule regarding license validity states that if the driver complies with all traffic rules, the document remains valid for 10 years. According to Art.

28 of the Federal Law “On Road Safety”, the driver’s right to drive a vehicle is canceled along with the validity period of the license. Driving a car with an expired document is regarded as driving without a license and is punishable by severe fines.

Consequently, when the specified period ends, the motorist must renew his license at the MFC or the relevant traffic police department.

If a driver’s license was confiscated after committing an administrative violation, in return he may receive a temporary permit to drive a vehicle. Usually it is valid for up to 2 months, that is, until the relevant resolution on the offense comes into force.
