Rules and requirements for transporting children in a car
Every driver must protect himself and his passengers. Especially if there is a child in the cabin. To do this, the car owner must be as careful as possible on the road and follow all traffic rules.
According to the 2018 Traffic Regulations, the rules for transporting children in a car oblige the driver to perform a number of actions aimed at creating the safest operating conditions for the vehicle. This approach can save a person’s life in the event of an accident.
Features of transporting children in a car
In accordance with traffic regulations, transporting children in a car is subject to certain requirements. Children can ride in the passenger compartment of a passenger vehicle or in the cab of a truck. Transporting children in the back or trailer is strictly prohibited. The driver must protect his passengers, taking into account the design features of the car.
Traffic regulations prohibit transporting small passengers on the back seat of a motorcycle. Provided that if the number of children exceeds eight people, then such transportation is considered organized. It is only allowed on the bus. Before making a trip, the driver must obtain permission from the appropriate authorities.
Transporting children under 12 years of age in a car in the front seat is not prohibited. However, a prerequisite for this is the presence of a special chair or car cradle for babies. The use of a booster or triangular adapter is not permitted in this case.
Transportation of the little ones
Transporting infants in a car has its own characteristics. For this purpose, it is possible to install a special car seat in the back row of seats. This device is secured using standard car seat belts. It is located perpendicular to the movement of the vehicle.
Inside such a cradle, a small passenger is secured using belts that hold the child. Thanks to the design features of the restraint device, the child is positioned horizontally, which helps normalize the baby’s breathing and protects fragile bones from excessive stress.
Children under 6 months of age are transported in a car cradle. This type of restraint takes up a lot of space, so an alternative is to use a car seat.
Car seat for little ones
As in the case of a car cradle, the child inside such a seat is additionally held with special belts. The seat itself can be secured with car seat belts or with brackets that come included.
The backrest tilt level can be adjusted. It is recommended that this indicator vary between 30-45 degrees. In this case, the child’s protection in a frontal collision will be maximum.
The chair holds babies' heads well and minimizes strain on the neck.
For additional support of the child's head, you can use special fabric rollers. The latter are placed on both sides of the small passenger. It is not recommended to use regular towels, which may cause the baby's head to fall forward.
According to the law, every driver is obliged to ensure that a child seat is installed when transporting small children. This need is due to some design features of the vehicle.
The safety system, which is provided by standard seat belts in any car, is effective only for passengers over 150 cm tall .
If you use such fasteners for shorter people, then the belts will simply put pressure on his neck.
The age of twelve, which is indicated in all requirements for the transportation of small children, was chosen because most often by this time the child grows to 150 cm. After this, it is already possible to use standard vehicle seat belts.
Where is the best place to install a child car seat?
The car seat is installed not only in the back, but also in the front seat. Such transportation of small passengers is not prohibited.
In this case, a prerequisite here is to turn off the airbag, which, if activated, can cause significant harm to the child .
But if a passenger over twelve years of age is carried in the front seat, then the airbag must be activated. The main element of protection here is seat belts.
The most suitable place to install a child car seat is in the center rear seat. According to statistics, it is the safest, so it is ideal for transporting young passengers.
Classification of child car seats
Considering that transporting a child in a car without a seat is prohibited by law, the use of this restraint device is a vital necessity.
It should be noted that the child must take an active part in choosing a child car seat. He should feel as comfortable as possible in it. The most inappropriate solution would be to purchase this accessory for growth.
In this situation, the use of a chair will not be able to provide the desired effect. It is very important to take into account the weight of the small passenger and his height. You should also pay attention to the methods of attaching the device and options for securing the baby.
The table provides a detailed classification of children's car seats.
Group | Child's weight (kg) | Age (years) | Features of the car seat |
0-10 | 0-1 | To secure the child in a horizontal position, a wide belt passing through the passenger's stomach is used. If the seat is used folded, the child is secured using the seat's three-point belt. | |
0+ | 0-13 | 0- ,15 | In this case, the child may be in a reclining position. If necessary, the restraint device can be positioned with its back relative to the movement of the vehicle. |
1 | 9-18 | 1-4 | Five-point harnesses are used as the main securing element. |
2 | 15-25 | 3-7 | These chairs typically have the option of adjusting the back height. The attribute is secured and the child is secured using standard car seat belts. |
3 | 22-36 | 7-12 | This type of chair has some design features. Firstly, they are equipped with a limiter for the upper strap of the car seat belt, and secondly, the option of detaching the backrest is available for the seats. This need arises if the child grows out of such a chair. |
Fine for incorrectly transporting children
New rules for transporting children provide tougher penalties for drivers. At the same time, the lack of fasteners for installing the driver’s seat is not an excuse. Until 2013, such an offense was subject to a fine of 500 rubles.
As for the current penalty as of 2018, here we are talking about an amount equivalent to 3,000 rubles . This point is regulated by paragraph 3 of Art. 12.23 Code of Administrative Offenses of the Russian Federation. The fine of 500 rubles remains relevant for incorrect transportation of adult passengers.
If the vehicle is operated by proxy, this figure may tend to increase.
It is important to note that incorrect transportation of children in a car means not only the actual absence of a special seat for children under 12, but also the incorrect installation of this element .

What's the result?
Transporting children in a car is not a personal matter for the driver. When entering the road, he becomes a participant in traffic, therefore, in order to avoid emergency situations, he is obliged to follow the established rules.
A car seat for transporting children is a necessary attribute that can save the life of a passenger in the event of an accident.
The driver should not be afraid of fines for the absence of an assistive restraint device, but first of all, he must protect his child.

New rules for transporting children: what to sit on and how to secure a child in the car?
https://www.znak.

In Russia, on July 12, amendments to the Traffic Rules regulating the transportation of children in cars come into force.
They were approved by government decree of June 28 and were officially published on the Legal Information Portal on July 4. Znak.com reminds parents what they should know when going on a trip with their child from now on.
What's new?
The main thing to remember is that children under 7 years of age must now only ride in car seats.
In the updated legislation, they are designated as “child restraint systems,” and this is confusing, which is also complained by some lawyers who do not understand why, when the rules were adjusted, car seats could not finally be called “car seats.” After all, even before that there were some “child restraints” provided there.
In addition, everyone is accustomed to the fact that the traffic rules also mentioned “other means that allow you to fasten a child using seat belts provided for by the design of the vehicle.” This meant cradles, boosters and adapters, although practice has shown that the use of the latter was still associated with the risk of running into a fine.
Now there are no options - only a car seat, the parameters of which must correspond to the height and weight of the child. No pillows or thick books under your butt.
At the same time, it became possible to transport children from 7 to 11 years old inclusive as adults - simply by fastening them with a standard seat belt. But this is provided that the child rides in the back seat. When transported alongside the driver, all children under 12 years of age are required to ride in a car seat. A special note for motorcyclists - if the passenger is under 12 years old, it is prohibited to carry him in the back seat.

What is the point of the changes?
As always, the amendments are explained by concern for the safety of road users.
The traffic police cite the results of crash tests and other examinations, which led to the conclusion that all these “other means” for transporting children in accidents do not mitigate, but, on the contrary, only aggravate the sad consequences. Until the death of the child.
True, some lawyers - in particular, Sergei Voronin, managing partner of the legal company Legal Resolution - argue that there has actually been almost no research on the topic of safety when transporting a child in a child car seat.
In addition, when determining the level of safety of children's transportation, the condition of the roads is not taken into account.
Be that as it may, there is another nuance for which we can really thank the initiator of the amendments: the ability to transport children from 7 to 12 years old in the back seat without a seat.
This is especially important if your child is growing by leaps and bounds, each time having even greater difficulty getting into a car seat.
There are, however, the opposite situations: a third-grader’s voice is already ready to break, but his not yet particularly expressive constitution inspires outright fears that he might slip out from under the seat belt if something happens.
In a word, starting from the age of seven, parents have options: it is considered that by default it is safer to travel in a car seat, but if the height and weight of the young passenger (here experts call for focusing on the maximum parameters of 150 cm and 36 kg) will already make such a trip for him uncomfortable, let him sit in the back seat and drive like an adult. The rules now allow this.
Will you have to shell out money for a car seat?
Strange question, don't you think? Isn't this about your child's safety? However, let us draw your attention again: in the new version, the rules allow you to do without a car seat at all if your child is already seven years old and if you do not carry him in the front seat.
We would only recommend not to forget documents at home, which, if anything happens, will convince the inspector that the young passenger in your car is already at the age when you can do without a car seat.
Your passport with a note about children or a personal birth certificate will do for this.
However, one can understand the parents of a child who, say, in six months or a year will turn seven years old, but needs to be transported now.
Buying a car seat for this short period with an average cost of around 5 thousand rubles may indeed not seem like a very reasonable decision.
So experts expect the market for used car seats to grow, as is happening with the same baby strollers.
Well, or as experts joke, for some, the presence of an unclaimed car seat in the trunk will serve as an additional incentive to increase the country’s demographic indicators.
What if the trip is by taxi?
There are no provisions for this in the traffic rules, so taxis will comply with general requirements. When ordering a taxi, notify the service that you will need a car seat and indicate the age of the child. A sane service will figure it out on its own and send you the car you need.
But if for some reason the driver arrives without a seat or hesitates to take it out of the trunk and install it before the trip, our recommendation: send him on his way.
Firstly, if you are stopped by an inspector, you will face long and unpleasant arguments about who should pay the fine. And secondly, we remind you again that we are talking about the safety of the child. A taxi driver's laziness or bad mood is not a reason to risk the health and life of your child.

What else has changed?
The legislator was concerned about the frequency of cases when, due to the fault of careless adults, a child remained locked inside a car and the case even ended in tragedy, given how quickly the air inside the car heats up in the sun. The rules now prohibit leaving children under 7 years of age in vehicles unless there is also an adult in the car.
Oddly enough, there is also a bad side to this: the initiators of the adjustments did not foresee the situation when, say, a mother leaves the car with her young son inside for five minutes in order to pay at a gas station. According to the changed rules, they must go to the checkout together, and you can imagine what it will be like, for example, in winter. Moreover, if there are two or three children under seven years of age.
An even more amusing incident is that, when leaving the car, you will not be able to leave your young child with, say, a 17-year-old daughter, because adulthood in Russia begins at 18 years of age.
What about sanctions?
Fortunately, the amount of the fine for transporting children without car seats (according to the above rules) has not yet changed. But even now it is quite significant - 3 thousand rubles (Part 3 of Article 12.23 of the Code of Administrative Offenses of the Russian Federation).
Violation of the ban on leaving minors alone in a car will fall under the sanction of Article 12.19 of the Administrative Code and will cost the violator 500 rubles. Although you can get off with a simple warning.
But it is important to keep in mind: when responding to cases of finding a child in a locked car, law enforcement officers very often initiate a criminal case for leaving in danger. And this already means a criminal record and a fine of up to 80 thousand rubles or up to a year in prison.
Well, and troubles with the authorities dealing with juvenile affairs. There is no guarantee that particularly zealous law enforcement officers, for the sake of performance (as well as for show), will not begin to extend this practice to the described “gas station incidents.”
Total
Let's summarize. It used to be like this: any child under 12 years old must be seated in a chair or on some kind of elevation so that he is raised and can be fastened with a belt.
Now only child car seats can be used. Alternatives are not allowed. But a child from 7 to 11 years old inclusive can be transported in the back seat without a child seat, fastened with a belt. Children from 12 years of age can be carried as ordinary passengers. You should also not leave a child under 7 years old in a car without someone over 18 years old. Even for five minutes.

Rules for transporting children. Requirements, age, fines
Changes in the rules for transporting children in 2018
The question that worries all parents now is what changes will there be in the rules for transporting children in 2018?
The latest changes to the rules for transporting children came into force on July 12, 2017. No changes are expected in 2018.
Next, we will consider the general rules for transporting children in private cars. Follow the news in the VKontakte group.
The requirements of the Road Traffic Regulations regulate the transportation of children only in a passenger car and truck cab, the design of which includes seat belts or seat belts and an ISOFIX child restraint system. Other vehicles are subject to the general requirement to ensure safe transportation.
Any child car seats and systems must be certified and comply with the requirements of UNECE Regulation No. 44-04 “Uniform provisions concerning the approval of restraints for children in motor vehicles (“child restraint systems”). “Other means” are excluded from the traffic rules - thus, any car seats that do not meet this standard, including frame car seats that do not have the appropriate markings, are prohibited.
According to the new Rules for the transportation of children, from July 12, 2017, there is a division into two age categories:
- under 7 years old;
- from 7 to 12 years.
The car seat must correspond to the age and weight of the child - such information is contained in the instructions. Transporting an infant in a seat intended for children weighing over 9 kg will be a violation with a corresponding fine.
An incorrectly installed restraint device will also be a violation. Particular attention should be paid to installation in the front seat of the vehicle.
It is prohibited to transport children under 12 years of age on the back seat of a motorcycle or in the back of flatbed trucks.
What is a child restraint? Is FEST allowed?
Transportation of children under 7 years old
Transporting an infant
It is mandatory to use a child restraint in the back seat, in the front seat, or in the cab of a truck
Transportation of children from 7 to 12 years old
Transportation of a child over 7 years old
Children over 7 years old are allowed to be transported in the back seat of a car and in the cabin of a truck without the use of car seats or any other means. It is enough to fasten them with a standard seat belt.
It is mandatory to use a car seat in the front seat of a car until the child reaches 12 years of age.
Transportation of children over 12 years of age
According to the Traffic Rules, children over 12 years of age are subject to the same general passenger responsibilities as adults.
Leaving a child in the car
It is forbidden to leave children in the car
It is prohibited to leave a child under 7 years of age in a car in the absence of an adult when parking the car.
Please note that the ban only applies during parking. The rules allow leaving a child during a stop for no more than 5 minutes.
Points of the Rules of the Road
The rules for transporting people are described in Chapter 22 of the Rules. Children are mentioned in clause 22.2 - transportation in the back, clause 22.6 - organized transportation of children and clause 22.9 - special requirements for the transportation of children. It is paragraph 22.9 that, as of July 12, 2017, is set out in its entirety in a new edition. New paragraph from July 12, 2017 in paragraph 12.8 - leaving a child in the car.
The organized transportation of a group of children, in addition to the Traffic Rules, is regulated by a separate document “Rules for the organized transportation of a group of children by bus.”
Traffic police fine for violating the rules for transporting children
The fine for violating the rules for transporting children is established by Part 3 of Article 12.23 of the Code of Administrative Offenses and ranges from 3,000 to 100,000 rubles .
Therefore, do not be surprised if a taxi driver refuses to transport a child without a child seat. For such a violation he faces a fine of 100,000 rubles.
If a taxi driver agrees to carry a child without a child seat, you should be wary, firstly, this is a threat to the safety of your child, and secondly, such a taxi driver most likely works illegally and does not have a license to transport people. Such a license is not issued to individuals.
Leaving a child under 7 years of age alone in a car is a violation of stopping and parking rules. Liability is provided for in Part 1 of Article 12.19 in the form of a warning or a fine in the amount of 500 rubles .
In Moscow or St. Petersburg, this violation is qualified under Part 5 of Article 12.19 - in the form of a fine of 2,500 rubles.
Perhaps in the near future a separate article will be allocated for this violation.

Current rules for transporting children in 2018 - how to properly transport a child in a car according to the requirements of the traffic police
Every driver who is faced with the transportation of children must carefully study the traffic rules requirements regarding such transportation. By breaking the rules, the driver puts them in danger. It should also be borne in mind that the maximum fines for such violations reach 200,000 rubles
In this article, we will look at changes to the rules for transporting children in cars and buses on the official website of the State Traffic Safety Inspectorate, and we will examine in detail all the pressing issues.
On June 22, 2016, a bill was created from the Ministry of Internal Affairs, which proposed changes to the traffic police requirements for transporting children in a car.
It was planned that new rules for transporting a child in a car would come into force on January 1, 2017, but the draft has not yet been adopted and is currently at the stage of public discussions and anti-corruption examination.
The amendments proposed by this draft will primarily affect clause 22.9 of the Traffic Rules. If it is adopted, it will be prohibited to transport children under the age of 7 without a car seat, and children from 7 to 11 years old will be allowed to fasten seat belts in the back seat of a car.
From the new text of clause 22.9 proposed by the Ministry of Internal Affairs, the possibility of using “other means” that allow a child under 12 years of age to be fastened with adult seat belts was excluded. Therefore, if the bill is adopted, the use of triangles and FEST-type seat belt adapters for children under 7 years of age will be prohibited.
In addition, it is planned to amend clause 12.8 of the traffic rules and supplement it with a new paragraph prohibiting leaving children under 7 years old in a car without adult supervision while parked.
We remind you that the above amendments have not yet been introduced into the traffic rules, and it is not yet possible to predict whether the bill will be approved. If you want to read its full text, you can find the new law on transporting children in a car in Russia in 2018 on the official website of the Federal Portal of Draft Regulatory Legal Acts under number 00049990.

Requirements for transporting children in accordance with the Road Traffic Rules (hereinafter referred to as traffic rules) include:
-
Rules for transporting a child in a private car;
Since the amendments that we discussed above were not adopted, the current rules for transporting children in a car according to the law have not changed since January 1, 2018.
According to the traffic rules, children under 12 years of age are subject to special requirements for transportation in a passenger vehicle, and those over 12 years of age are subject to the same requirements as adult passengers.
We will consider these requirements and how to properly transport a child in a car in detail below.
-
Rules for transporting organized groups of children;
It should be taken into account that in 2018 they are supplemented by new requirements, according to which it is prohibited to transport children on buses manufactured more than 10 years ago. We will discuss these and other requirements in detail below.
-
Transporting a child on a cargo vehicle, motorcycle and moped.
The rules for transporting children on these vehicles also have some features, which will be discussed at the end of the article.
The rules for transporting children under 12 years old from January 1, 2018 remained the same as last year.
According to clause 22.9 of the traffic rules, transporting a child under 12 years of age in a car equipped with seat belts should use child restraint systems or other devices that allow the child to fasten seat belts for adults.
clause 22.9 of the traffic rules.
“Transportation of children is permitted provided that their safety is ensured, taking into account the design features of the vehicle.
Transportation of children under 12 years of age in vehicles equipped with seat belts must be carried out using child restraints appropriate for the weight and height of the child, or other means that allow the child to be fastened using seat belts provided for by the design of the vehicle, and in the front seat passenger car - only with the use of child restraints.”
Thus, based on traffic regulations, it is permitted to transport children under 12 years of age in a car equipped with seat belts:
- in child restraint seats or infant carriers;
- using booster seats;
- other means that allow the child to fasten with adult seat belts (FEST adapter)

How to transport a newborn in a car according to the rules
Until June 2017, according to Russian law, children under 12 years old could only be transported in a car in a car seat or other specialized devices.
However, today children after seven years of age can already drive without a special device using only special seat belts.
Let's find out the rules for transporting children in a car and take a closer look at how to transport an infant in accordance with traffic rules.
How to properly transport children in a car
- Children under seven years of age must be transported using child restraint systems (child restraints).
It is allowed to transport a child in both the rear and front seats (if the car seat or booster used is provided for this purpose) in a passenger car, gazelle and other cargo vehicles;
- Children 7-12 years old are allowed to be transported without a seat or other similar device in the back seat of a car or in the cabin of a truck.
In this case, the child must be fastened with car seat belts or using the ISOFIX child restraint system;
- Schoolchildren aged 7-12 years are allowed to be transported in the front seat only in a car seat or when using other approved child restraint systems that correspond to the age, height and weight of the child;
- When transporting in the front seat, be sure to turn off the front airbag;
- Teenagers over 12 years of age must comply with general traffic rules that apply to adults;
- Children under 7 years of age are prohibited from being left in the parking lot or during parking without adult supervision. Traffic regulations allow leaving a child when making a stop for no more than five minutes;
- You cannot carry a child on the back seat of a motorcycle until he reaches 12 years of age;
- To transport children under the age of seven in a taxi, a car seat is also required. When calling a car, warn the taxi dispatcher that a small child will be traveling and ask whether the car is equipped with a restraint device;
- The fine for transporting a child without a car seat or other approved restraint device for up to seven years, as well as other violations of transporting children in a car is 3,000 rubles;
- The fine for non-compliance with parking rules and parking a car with a child under seven years old in the cabin is 500 rubles.
Which child restraints can be used
According to the definition in the traffic rules, child restraint systems or devices are a set of plastic straps with buckles, adjusting mechanisms and fasteners, fixing parts.
The device is attached to the inside of the car body.
Such means include a baby car seat for newborns and small infants, a removable child car seat or impact shield, and an extra seat.
According to the rules of the State Traffic Safety Inspectorate, starting from June 2017, soft seat pads in the form of pillows, blankets and other products that cannot be fixed cannot be used to transport children. Transportation in a frameless child seat is prohibited.
You can transport a baby with an adapter or a fest-type corrector in the front or rear seat, which is equipped with standard diagonal seat belts. FEST child restraint system – separate seat belt straps. The products are used for preschool children from 3 to 7 years old with a body weight of 15-25 kg.
The booster can transport schoolchildren aged 7-12 years and weighing from 22 to 36 kg. He introduces a backless car seat that raises the baby to a higher level in order to fasten him with a standard car seat belt. It is permissible to use a booster for children over three years old and weighing over 15 kg, if the device model is designed for this.
Many parents are interested in whether it is possible to transport a child in the front seat.
For such transportation, child restraint systems are required! By the way, traffic rules do not indicate at what months or years it is allowed to transport a baby in the front seat.
Therefore, such transportation is permissible from birth, provided that the baby is secured with a special restraint device. When transporting in the front seat, be sure to turn off the front airbag!
Types of car seats
Select products according to the age, weight and height of the baby. The division by age is quite arbitrary, because each child develops individually. First of all, consider the height and weight of the baby. The devices are divided into five main categories:
- 0 – infant carriers for the smallest children, installed in a lying position. Suitable for babies from the first weeks of life to one year, weighing up to ten kg. What body weight is typical for infants, read the article “Normal weight gain for a baby up to one year”;
- 0+ – a car seat with more advanced functionality, which is installed in a reclining position. Transportation is carried out both with your face and your back to the direction of the vehicle. Suitable for children from the first days of life to 1.3-1.5 years with a body weight of up to 13 kg;
- 1 – the device is used for babies from one to four years of age with a height above 78 cm and a body weight from 9 to 18 kg. Transportation is carried out only facing the direction of travel of the machine. This product is suitable for a child who can crawl and stand confidently and walk a little;
- 2 – products with an adjustable backrest and seat belt for preschool children 3-7 years old, while the child’s weight should vary between 15-25 kg;
- 3 – boosters for schoolchildren 7-12 years old with a weight from 22 to 36 kg.
They also produce intermediate models that have several modes and can be transformed if necessary. These are car seats 0+/1 for babies from birth to three to four years old weighing up to 18 kg. And universal products 1/2/3 for children from one year to 11-12 years, where body weight is 9-36 kg. And other similar models.
Using a car seat for children
Despite the innovations in traffic rules, traffic police inspectors still recommend installing specialized restraint devices for schoolchildren over seven years of age. The classic safety system using standard car seat belts becomes reliable only for passengers who are taller than 150 centimeters.
Traditional car seat belts do not guarantee the safety of a child in a car while driving. In addition, due to the person’s insufficient height, the strap will put pressure on the neck.
As practice shows, car seats reduce the risk of injury to infants under three years of age by 80%, and children under ten years of age by 52%. Special children's devices provide maximum safety and effectively protect against damage and shock. Do not use car seats after accidents as they may not withstand a second similar test!
Today, manufacturers offer various devices and models. You will find budget products that are affordable, lightweight and easy to use. You can also purchase comfortable, universal, multifunctional chairs that will serve your child from the first weeks of life until 11-12 years of age.
In addition, some models can be transformed into a cradle, rocking chair and even a high chair. Read about the pros and cons of using a high chair for infants here. We will pay special attention to how to transport a newborn in a car.
Features of transporting a newborn in a car
Parents are wondering if it is possible to carry an infant in a car. This can be done, but subject to certain rules. The transportation of a newborn baby and infant is distinguished by some features. In this case, you need to install a special infant carrier or car seat for the little ones.
Do not hold your child in your arms while driving! In the event of an accident, it is impossible to hold the baby due to the instantaneous, unexpected and strong load, and he flies into the windshield. In addition, in the event of a collision or impact, an adult with his entire body weight can lean on the baby. This reduces the chances of survival to zero.
Install the infant carrier exclusively against the direction of travel of the car.
When positioned forward during sudden braking, the baby may accidentally tilt his head or nod, which is very dangerous for the baby’s fragile neck. By the way, the seat behind the driver is considered the safest.
For babies up to three months old, it is recommended to place special cushions on both sides of the head in the cradle. They additionally secure the baby's head.
Let's dwell on how you can transport a newborn from the maternity hospital. This should also be done in an infant carrier or car seat 0+. Under no circumstances should you carry your baby in your arms! Choose a jumpsuit or envelope with straps that secure it into restraints. - The product must include an anatomical insert for the baby’s head and fasteners that will not allow the baby to independently relax or unfasten the belt;
