  • The driver’s use of alcohol, narcotic and psychotropic substances, after an accident in which he was involved, or after the vehicle was stopped by a traffic police officer, before being tested for intoxication;

Thus, for the most serious violations, no discounts are provided and they will have to be paid in full.

Please note that a violation is considered to be committed repeatedly if it was committed before the expiration of 1 year from the date of execution of the punishment for the same violation.

Reason for providing discount

The basis for the introduction throughout Russia of benefits for paying off traffic police fines was Federal Law No. 437 of December 22, 2014. It came into force only on January 1, 2018.

The law stipulates that all drivers held accountable for administrative offenses in the field of traffic rules, if they are given a fine as punishment, have the right to pay it off with a 50 percent discount.

  • Art. 12.8. Driving while drunk, as well as transferring the right to drive a vehicle to a person in a similar condition. The recently introduced serious fines for such violations of the Rules in the form of 30,000 rubles cannot be reduced due to the high public danger of the offenses;
  • Art. 12.9, parts 6 and 7. Repeated speeding by 40-60 km/h, by 60-80 km/h and by an amount exceeding 80 km/h. The penalty for these offenses is a fine of 2,000 to 5,000 rubles, which cannot be paid with a 50% discount;
  • Art. 12.12, part 3. Repeated driving through a prohibitory traffic light signal or a traffic controller’s prohibiting gesture – a fine of 5,000 rubles;
  • Art. 12.15, part 5. Repeated entry into the oncoming lane or tram tracks in the opposite direction (except for performing this maneuver due to avoiding obstacles). The fine for this offense is 5,000 rubles without a discount;
  • Art. 12.6, part 3.1. Repeated imposition of a fine for driving in the opposite direction on a one-way lane. For the first violation in a year, the fine will be 5,000 rubles and can be repaid at a discount; for a repeated violation, the fine will be 5,000 rubles without a discount;
  • Art. 12.24. Violations of traffic rules or vehicle operating rules that resulted in minor or moderate harm to the health of other people. The amount of the traffic police fine for such acts is from 2,500 to 5,000 rubles (minor harm) and from 10,000 to 25,000 rubles (moderate harm);
  • Art. 12.26. Refusal to undergo a medical examination for alcohol or drug intoxication. This violation is equivalent to driving while drunk, for which a fine of 30,000 rubles or a more severe punishment is imposed (deprivation of rights for up to 2 years or administrative arrest for up to 15 days);
  • Art. 12.27, part 3. Consumption of alcohol, as well as narcotic and psychotropic substances after an accident or after being stopped by a traffic police inspector. For attempting to hide your true condition at the time of committing the offense, you will have to pay a fine of 30,000 rubles.

Important! As you can see, the 50% discount does not apply mainly to offenses related to drinking alcohol while driving, as well as for some repeated violations of the Traffic Rules (committed twice within one year).

How long does the discount last?

The repayment period for traffic police fines at a preferential discount is exactly 20 days, which begin to be calculated from the moment the decision on the administrative offense comes into force.

If the resolution was drawn up by a traffic police inspector, then it will come into force only 10 days after it is delivered to the driver, which are given to the opportunity to appeal the fine in court.

If the resolution was drawn up as a result of recording a violation using road surveillance cameras, then it will come into force from the moment it is issued.

There are often situations when a “chain letter” with a resolution reaches the driver already at the end of 20 days, which does not allow him to pay the fine at a preferential discount. To prevent this situation, you should regularly check for fines on one of the many online services (for example, the official website of the State Traffic Safety Inspectorate or the State Services portal).

Only weekdays are taken into account, not calendar days. Therefore, if the last day for repaying a traffic police fine at a preferential discount is a weekend or holiday, it is postponed to the first working day. Important! A discount for any traffic offenses is not provided even if the fine was deferred or deferred by the court at the request of the driver.

How and where to pay off a traffic police fine?

If the period of 20 days has not yet expired after the fine for traffic violation was awarded and this violation is not included in the list of exceptions, then you can pay it for half the price anywhere, including the traffic police department, post office, bank office (terminal) or numerous online services .
